Research On Maturity Evaluation Of Whole Process Cost Management Of Engineering Project

The 20th CPC National Congress has drawn a grand blueprint for building a socialist modern country in an all-round way and comprehensively promoting the great rejuvenation of the Chinese nation with Chinese path to modernization.As a pillar industry of the national economy,the construction industry continues to optimize its layout,promote the construction of the most beautiful China,and continuously empower economic and social development,which is an inevitable mission and requirement given by the times.As the construction industry enters a period of transformation,it is imperative to vigorously promote the development of full process cost management,efficiently utilize construction funds,and continuously optimize cost control.The premise of development is to master the reality of the situation,in order to implement an objective and accurate evaluation of the maturity of cost management throughout the entire process of engineering projects.First of all,this paper summarizes the concept and characteristics of the whole process of cost management,and summarizes the connotation,application and evaluation of the project management maturity model.Secondly,based on the perspective of engineering cost consulting enterprise,combined with the relevant contents of project management maturity theory and the whole process cost management of engineering projects,this paper will elaborate and construct the whole process cost management maturity model of engineering projects from three aspects: construction basis and ideas,function positioning and framework structure.The whole process cost management maturity model is divided into three dimensions: maturity level,whole process cost management and evaluation index system.The maturity level includes five levels:initial level,growth level,standard level,control level and optimization level.On this basis,the questionnaire survey method is used to establish the maturity evaluation index system including target layer,criterion layer and index layer.Specifically,the maturity of the entire process cost management of the engineering project was taken as the target layer,and the implementation stages of the cost management throughout the decision-making stage,design stage,bidding stage,construction stage,and completion acceptance stage were taken as the criterion layer.A total of 23 maturity evaluation indicators under each stage were taken as the indicator layer.The definition of each maturity evaluation indicator and its typical behaviour under the five maturity levels will be mentioned as a description of the maturity level classification standard.Furthermore,based on the established maturity evaluation index system for the entire process cost management,an improved matter-element extension analysis model is constructed.The weight of the evaluation index is calculated using the improved group order relationship method and entropy weight method.The maturity evaluation language of experts is processed using triangular fuzzy numbers,and then fused with the maturity evaluation index weight to calculate the corresponding asymmetric closeness,thereby determining the maturity level of the entire process cost management of the engineering project.Finally,the SN full process cost management project was selected as a case for maturity simulation evaluation to verify the scientific and effective maturity model and maturity evaluation index system proposed in this paper.It is evaluated that the maturity of the whole process cost management of SN project is at the standard level and close to the control level.Based on the evaluation results,effective analysis is conducted to identify the key points for improving the maturity of the entire process cost management,and corresponding improvement suggestions are proposed for the engineering cost consulting enterprise.By establishing the maturity model for the entire process cost management of engineering projects,this paper realizes the accurate evaluation of the maturity of the whole process cost management of the project,provides a theoretical basis for the engineering cost consulting enterprises to grasp the current level of the whole process cost management and make targeted improvements,and also proposes a new idea for the maturity evaluation research in the field of the whole process cost management of the project.It has certain theoretical and practical value.
