Urban infrastructure is the foundation of city for its existence and sustainable development and the basic condition of city material production and people's life.With the deepening of the urbanization development in our country,the urban circle is gradually becoming the main pattern to promote urbanization.At the same time investment scale has been expanded,but the urban infrastructure investment does not obtain a satisfactory effect.There exits many problems,such as the urban infrastructure construction is not conformity with the urban development planning,allocation of resources is not optimized and investment decision-making mechanism is not sound.Faced with these problems,the program management theory is brought into urban infrastructure projects.From program construction's angle,urban infrastructure projects are selected and evaluated to provide theoretical basis for the government investment decisions.At first,standing in the perspective of government,the definition and characteristics of urban infrastructure program are summarized in program viewpoint.Through the division of the program management life cycle,the key foundation role of urban infrastructure program construction optimization is pointed out which is the focus of the thesis.Aimed to the problem of urban infrastructure program construction optimization,firstly,urban infrastructure program construction optimization is defined clearly and then a program building process is regulated based on the project portfolio management framework,lastly,the urban infrastructure program construction optimization model is established on the basis of the projects priority assessment after the analysis of project selection methods.Before optimization in the program construction,the projects' priority should be evaluated firstly.In chapter 3,a projects priority evaluation model is established.At first a projects evaluation index system is set up according to the system construction principle and the characteristics of urban infrastructure projects,Triangle Fuzzy-Analytic Hierarchy Process(F-AHP)is applied to determine the index weight and Grey Relation Grade-Technique for Order Preference by Similarity to Ideal Solution(G-TOPSIS)is used to evaluate projects based on the analysis of evaluation methods' adaptability,finally the priority of urban infrastructure projects is determined.The advantages of various assessment methods are utilized comprehensively to improve the credibility of evaluation results.After determining projects prioritization,a projects optimization model is established according to assumptions and notes of urban infrastructure program construction.The projects priority target and investment benefit target are integrated into the objective function.At the same time,considering constraint conditions of the total program investment and projects relation,influencing factors such as benefit correlation and resources correlation as mathematical form are brought.Because of the complexity of the model,the genetic algorithm is chosen to solve it,and the parameters and codes are designed to the specific issues of urban infrastructure program after introducing GA theory,finally the optimal program solution is obtained.At last,the thesis uses the project assuming method and the urban infrastructure program construction optimization theory is applied to the hypothetical program as an example,which will prove the theory's practicality and provide some references for the optimization in the construction of urban infrastructure program.
