With the rapid development of the economic globalization and science technology, the scale of construction projects tends to large and it’s more and more general that real estate enterprises and construction engineering enterprises conduct multiple projects at the same time at one region or multiple regions. However, current researches focus on the single project management, and the researches on the program management do not be paid some attentions. There are a little connection among plenty of projects in the construction project practices, which is not conducive to optimizing resources and taking coordination management. Taking multiple projects of JG group in Qinghai Province as objective, this paper analyzing the existing problems and proposing the responsive solutions and suggestions.Firstly, this paper makes a brief introduction about relevant theories on program management, including the conception of project management and program management, the current researches on program management, the function of Project Management Office (PMO) and the evaluation factors and methods of project priority.Secondly, this paper analyzing the conditions and existing problems of program management in JP group, including the lack of coordination among projects, redundancy of top management, not timely of key equipment’s supply, not making best of the experiences of projects, difficulties of cooperating the stakeholders, unfairness of resources allocation etc. The all above problems could be resolved by constructing PMO and conducting project priority evaluation.Thirdly, this paper makes a suggestion of constructing PMO. According to the existing problems of program management, this paper proposes the functions of PMO, including resources allocation of multiple projects, knowledge reusing, training the project members, etc. and analyzes the operation mechanism of PMO.Fourthly, this paper makes evaluation of multiple projects priority to JG group in Jinan. First of all, this paper proposes the evaluation factors, including fitness of strategy and enterprises, the risk of overdue duration, the difficulties of tasks, the contributions of project profits. Then according to the specific conditions of three projects, this paper analyzing the evaluation results in responsive factors, and sequencing the results.By doing researches on the mode of program management, this paper is aimed at proposing the solutions and steps to existing problems on construction enterprises and providing supports and references to business operators. At the same time, it could offer government agencies, administrative departments and construction enterprises supports and references for enhancing competitiveness and boosting profit margins.
