Right now, as an important part of the supply system of comprehensive transportation, inland water transportation (IWT) in our country is valued more and more, the construction of IWT entered rapid development phase. To improve the management and decision-making of the construction of IWT and provide a much better experience for subsequent work, the study of post evaluation for IWT becomes necessary and urgent. However, the post evaluation for IWT in China is at the primary stage, the norm of evaluation is incomplete and the method of evaluation is tedious, the above conditions are necessary to further study and improve.In this paper, introduced the present development situation and theoretical basis of the post evaluation for construction project especially for the IWT, Combined with the characteristics of IWT in our country, according to the selection of indicators principles complement and perfect the evaluation index system of IWT. At the same time by the superiority chart method, the structure entropy weight method and fuzzy analysis to construct the comprehensive evaluation of IWT evaluation model. The structure entropy weight method was optimized by the superiority chart method, and verifies its effectiveness and scientific nature. And after using the evaluation model of a river transportation projects in Guizhou province has carried on the case analysis, through expert overall judgment to index actual situation of the project, with the fuzzy analysis method of project post-evaluation conclusion, operability and practicability of the proposed method is verified. For subsequent IWT evaluation work to provide a more targeted index system, and puts forward the operational stronger, and more in line with the actual situation of the IWT evaluation method.
