With the continuous improvement of people's material living standard,people's demand for the educational qualities and the educational equities continuously increase.It is the trend of the educational reform to promote the integration of the compulsory educations in urban area and rural area.The so-called juvenile strong country strong,juvenile strong should firstly be reflected in the aspect of receiving fair education.This requires balanced distribution of educational resources and rational spatial allocation.Therefore,from the perspective of geospatial angle,this paper evaluates the resource allocation and spatial layout efficiency of regional basic education by using GIS spatial analysis technology,combined with relevant evaluational methods.The study found that the basic education resources in Donghu District and Xihu District of Nanchang City are the most abundant in the whole research area,but at the same time,the overlap between school service areas is serious due to the close spatial distance of the number of schools,and the waste rate of resources is more serious than other areas.This paper at first improves a coverage model;Then,based on the improved coverage model,point pattern index,the proportional model-based fairness index,,gravity model;improved potential model and weighted Voronoi diagrams,this paper quantitatively analyzes the characteristics of the spatial distribution and the layout efficiency of the fundamental educational resources(the primary and middle schools)in the town and subdistrict scale of Nanchang city urban regions.The research results show: First,with respect to the current scale of the primary and middle schools in Nanchang city,there are exist differences with the basic conditions of schools in Jiangxi Province.In most schools,the students in a class always exceed the standard number in the primary and middle schools in each district in Nanchang City.Second,with respected to the fairness and the convenience of educational resources,there are also exist differences among the village,the town,and the subdistrict.The most convenient primary schools and middle schools for students to go to are located at Xihu district,Qingshanhu district,Donghu district,and Honggutan district.Third,with respect to the coverages and overlaps of the service areas of the primary and middle schools,they all show apparent core peripheral characteristics.And there exists a significant positive correlation between the coverages and overlaps of the service areas.Fourth,with respect to the spatial aggregation characteristic of the layout of schools in Nanchang city,the middle schools are obviously stronger than these of the primary schools.And more the half schools' spatial layouts of towns/subdistricts which mostly locate at the central urban regions are high-coverage and high-overlap.Fifth,with respect to the overall spatial layout efficiencies of the primary and middle schools,there are also exist a significant difference among villages,towns,and subdistricts.The major layout types of schools are the deviated types.The distribution of the fundamental educational resources is imbalance.The situations of service areas of the primary and middle schools are very bad.They are high-coveraged,high-overlapped,low-coveraged,or low-overlap.Further,the integrated service efficiency is low.Therefore,the current resource configuration and the spatial layout of the primary and middle schools need to be significantly improved.ixth The gravity and spatial accessibility of primary and secondary schools show a distribution pattern of high value in the east and low value in the west,high value in the middle and low value around.In addition,the school service area divided by weighted Voronoi graph based on gravity and potential value is consistent in space,however the influence areas of primary and secondary schools are not consistent with their administrative division.
