Water Resources Sustainable Utilization And Its Decoupling Analysis With Economic Development In Changchun

As an important part of natural resources,water resources have strategic significance in economic and social development.In recent years,due to the irrational use of water resources,the phenomenon of water shortage has become increasingly prominent in China and even in the world.Therefore,the analysis and evaluation of the utilization of water resources in a region will have a positive impact on the sustainable and stable economic and social development for the region.Based on the ecological footprint model of water resources and the ecological carrying capacity model of water resources,the evaluation model of sustainable utilization of water resources is constructed.At the same time,water resources are introduced into decoupling theory to explore the decoupling relationship between economic development and water resources consumption.Taking Changchun City as the research object,the paper calculates and analyses the relevant situation of water resources utilization in Changchun City and its administrative divisions from 2008 to 2017.The results show that:(1)from 2008 to 2017,the per capita ecological footprint of water resources in Changchun was relatively stable,while the per capita ecological carrying capacity of water resources varied greatly.(2)From 2008 to 2017,the per capita ecological footprint of water resources in each administrative division of Changchun was not significantly different,while the per capita ecological carrying capacity of water resources was greatly different,and the gap between different administrative divisions was also obvious.(3)There are six years of water resources utilization in Changchun from 2008 to 2017.In a word,the water resources utilization in Changchun has not been fully sustainable,and the ecological pressure of water resources is still high.From the point of view of administrative divisions,the utilization of water resources in Nong'an County is the most ideal,and the utilization of water resources in Yushu City is the least ideal.(4)From 2008 to 2017,the economic development and water resource consumption of Changchun were in a decoupling state,indicating that the economic development and water resource utilization of Changchun were in a relatively coordinated state.During the past ten years,the economic development and water resources consumption of various administrative divisions in Changchun have shown different decoupling states.Among them,Shuangyang District is the most coordinated,Yushu City is the most uncoordinated,and other administrative regions are relatively coordinated.In this paper,a series of countermeasures and suggestions are put forward according to the utilization of water resources in Changchun and its administrative divisions,which can provide decision-making reference for the rational utilization and scientific management of water resources.
