Since 2007,China's rail transit construction has entered a leap-forward stage of development.As of December 31,2018,China has opened 35 cities operating urban rapid rail transit lines with a total length of 5766.6 km,of which 734 km were added in 2018 and 22 were added,ranking first in the world.In the ranking of the world's urban rail operation route mileage,Chinese cities occupy five of the top 10 seats:Shanghai,Beijing,Guangzhou,Nanjing and Shenzhen.Among them,Shanghai and Beijing occupy the top two places in the total ranking.According to the 15-year service life of the signal system,a large number of existing lines are about to enter a large-scale transformation cycle,but the transformation experience of the existing urban rail operation line signal system in China is relatively lacking.Only Beijing,Shanghai,Guangzhou with earlier metro construction have entered the transformation cycle,and most cities are still in the active preparatory stage.As a matter of fact,because of the great differences in the types and systems of different urban rail operation equipment,it is difficult for other cities to directly draw lessons from the transformation experience.Therefore,there are great risks in the reconstruction project of urban rail operation line signal system,so it is necessary to systematically study and establish scientific risk management methods and means to promote the smooth progress of the transformation of urban rail operation line signal system.The purpose of this paper is to establish a set of work system by using risk management knowledge and methods,combining with the existing signal system transformation project cases,to find a suitable method for identifying and evaluating the risks in the project process,and to form a set of feasible risk control measures to guide the field application.The theoretical methods used include:Risk breakdown structure(RBS)is used to identify the risks in the renovation project,Delphi method is used to consult and screen the risk factors,risk matrix method is used to construct the risk evaluation matrix,according to the risk of different regions identified by the risk evaluation matrix,countermeasures are formulated,and countermeasures are sorted out,and risk control is carried out according to the risk of different regions.This paper establishes a preliminary initial list of operational line signal transformation project risk,and evaluates the risk as a whole.Through scoring and statistics of risk items,it is determined that the proportion of risk to be controlled is high and risk management is needed.Then,according to different levels of risk,risk control measures are formulated and applied to practical projects,and good results are achieved.
