Study On Public Service Facility Of New Rural Community Of Dongxiang Nationality Based On Resident's Willingness To Pay

The construction of new rural community as the sublimation of the New socialist countryside, have made great progress in the vast rural areas, the villagers' living standards also got very big improvement. And configuration of public service facilities is the key of the construction of new rural community, the configuration scale, if the project can meet the needs of the villagers to pursue high quality life have become a new problem in the construction of rural communities. Because of the influence of the urban and rural dual structure system, the corresponding policy and specification of configuration mainly services in urban, countries lack for rural public service facilities configuration standards and norms,especially in rural areas of ethnic minorities.In this paper Dongxiang as the research object,one of the unique ethnic minority of province Gansu, explore configuration of public service facilities in ethnic minority. Due to differences in religious, the construction of new type of rural community in Dongxiang ethnic areas is different from other vast rural areas, at the same time, in the effect of urbanization,the role of the market economy, we can see the homogeneity. configuration of public service facilities in Dongxiang has many problem such as lack of policies, funding, poor infrastructure, especially education, health care, cultural entertainment facilities still cannot meet the increasing production and needs of life, however, at this stage in Dongxiang villagers showing the new changes, they pay more attention to education, ideological civilization, this will help the construction of new rural community.This paper will be based on the willingness to pay, from a new angle, through the analysis of survey data, combined with the characteristics of configuration of public service facilities, to explore new ideas and new methods in the process of building the new rural community public service in Dongxiang and the whole ethnic minority areas.
