In recent years,the global consumption of primary energy has caused the ecological deterioration,and the reserves of primary energy are declining.Countries have promoted the use of green,clean and renewable energy.New energy is the key to clean and sustainable energy in the future.Under the dual pressures of energy shortage,energy conservation and emission reduction,China's new energy power generation has ushered in development opportunities.Ningxia is rich in wind energy,solar energy and other resources.It is an important energy base of China and a strategic link of “One Belt and One Road”.The development of new energy power generation has unique advantages and important strategic significance.Therefore,this paper will conduct research on H new energy power generation enterprises in Ningxia region,in order to provide suggestions for the development strategy of H new energy power generation enterprise.This paper analyzes the basic situation and industrial environment of H new energy power generation enterprise in Ningxia.Based on strategic management theory and multi-standard decision theory,using SWOT analysis,macro environmental analysis(PEST)and Five Forces Model analyzes the internal and external factors and competitive factors that affecting H new energy power generation enterprises.In order to improve the effectiveness of the analysis,and to facilitate the following strategy formulation and strategic ranking,this paper identifies the SWOT-PEST matrix and uses strategic mechanism to utilize strengths alleviating the elements in weaknesses,exploite the opportunities avoiding the possible threats imposing by the external environment,identifing four types of strategies: Strength-Opportunity(SO)Strategy,Weakness-Opportunity(WO)Strategy,Strength-Threat(ST)Strategy and the Weakness-Threat(WT)strategy,which yielded nine strategic safeguards.In order to prioritize the nine strategies,avoid resource waste and decision blindness,this paper deals with the fuzziness related to the decision maker's judgment according to the multi-standard decision making(MCDM)model theory,and adopts the improved fuzzy target programming(FS-GP).Convert the uncertainty of decision into fuzzy number,measure the weight of each SWOT-PEST factor and sub-factor,determine the priority of development strategy,which can reduce input disorder and blindness,improve the development efficiency of new energy.The results show that strengthening the R&D and innovation capabilities of technology is the most effective and important measure to promote the development of H new energy power generation enterprises in Ningxia.
