Safety is the eternal theme of power production.In the long-term production practice and safety management process of power generation enterprises,the traditional safety management mode plays an important role in ensuring the safety of production.However,with the improvement of the automation level of power generation enterprises,the depth and breadth of the security risks of enterprises have been expanded accordingly.How to control the safety risk of power generation enterprises,continuously promote the development of safety management to pre-prevention and system control,and comprehensively improve the level of intrinsic safety management of enterprises are the problems that power generation enterprises always face and need to solve urgently.Biomass power generation enterprise is a new type of power generation enterprise rising in recent years.The safety management model without shape can be used for reference,mostly the traditional thermal power generation enterprise.Due to the complex production process,fuel characteristics,personnel structure and other factors,the safety production of biomass power generation enterprises is facing many risks and challenges.This paper first discusses the background of the topic,the purpose of the research,the significance of the research,and the current status of research in related fields at home and abroad.Secondly,the concept and connotation of intrinsic safety management are elaborated,and the constituent elements of intrinsic safety management are analyzed.This paper studies the current situation and existing problems of safety management in biomass power generation enterprises,deeply analyses the root causes of the problems,puts forward the necessity and feasibility of implementing intrinsic safety management in biomass power generation,and puts forward the implementation ways of implementing intrinsic safety management.Thirdly,based on the particularity of biomass power generation enterprise industry,the risk control of fuel yard is mainly studied,which provides various safeguards for effective prevention and control of personal injury and fire accidents.Based on the concept of intrinsic safety management and the industry characteristics of biomass power generation enterprises,this paper divides the intrinsic safety management of biomass power generation enterprises into six management modules,including overall objectives,basic control,pre-prevention,in-process control,post-investigation and continuous improvement,and subdivides them into 15 management units.According to the principle of "what to manage and how to manage",the intrinsic safety management system of biomass power generation enterprises is established.Then,on the basis of the system,combined with the working standards of each management module,this paper subdivides the management project,solidifies the management process and quantifies the evaluation criteria,sets the weight and corresponding scores for each management module,and forms the evaluation criteria for the intrinsic safety management system of biomass power generation enterprises.Then the system is applied to Guoneng Liaoyuan Biopower Co.,Ltd.for empirical research,qualitative and quantitative analysis of the effect before and after the system construction,and based on the analytic hierarchy process,the weight of each module in the system is determined by mathematical model,and the effect before and after the system construction is evaluated,which further proves the reliability and feasibility of the system.On the basis of modern safety science and theory,this paper integrates the basic concept and management method of intrinsic safety,analyses the current situation and existing problems of safety management in biomass power generation enterprises,designs six modules and 15 management elements of intrinsic safety management system and its evaluation criteria,and conducts an empirical study in Guoneng Liaoyuan Biopower Co.,Ltd.The research results provide a reference for biomass power generation enterprises to establish intrinsically safe enterprises.
