In order to meet Algerian's growing passenger travel demand, the local government plans to build a new railway with a speed of 220 km/h and a distance of 200 km between SAIDA and ELBAYADH via several cities. The choice of this research theme is motivated mainly by the Government has always been interested about railway and its problems, one of the most important is creating, organizing and managing the database of railway's network. The research issue is how to choose the optimal route between these three variable paths on the railway line SAIDA-ELBAYEDH,therefore,using the AHP process to define the optimal path employed the seven evaluation criterions:such as consistency, accessibility, train operation efficiency, constructability, environmental factors, maintenance and engineering cost, consequently, according to the performance ratings of each variable we provide the most efficient and most accessible route, after we get the optimal route,we have to implement all the railway fixed facilities on the path chosen and using GIS to manage those facilities by DBMS relational(graphic data, attributive data),finally using Maplnfo software to have creating our physical data model for establish the geographic information system of new railway line planned. This work is part of a process of reflection that aims to enrich the understanding of the data programming process concerning the realization of the planned line;it aims to present a model based on a combined use of the multi-criterion hierarchical analysis method and Geographic Information System. The methodology adopted to highlight the use of the data on the planned railway line SAIDA-ELBAYEDH to choose the optimal route is a sure drive towards real decision assistance systems by using the multi-criteria hierarchical analysis approach contains. It also employs the functionalities offered by GI.S for the structuring of data, the crossing of information layers and the spatial analysis of different themes. Before determining the railway line,I collected all the data I needed for this work, after the data is collected, using the knowledge of railway transportation science to process and analyze the data. From the point of view of the line selection method, after selecting the optimal path,we rely on the corresponding theoretical knowledge to complete all the operations required for the geo-database associated with railway's fixed facilities and equipments to create our database. In this direction,we carry out Database management systems employ the MERISE approach to generate a coherent definition of the modeled objects and built the DBMS into relational system,we present a set of rules for automatic transformation of models, based on these rules we develop a process to generate the physical model from the conceptual model by the MapInfo software tools. In practical applications,in addition to selecting a railway line that represents the actual situation of the network, the software we have made provides some query functions, statistical and thematic analysis. Finally, all results are simplified and summarized into a comprehensive,easy-to-understand form;contribute to later presentations and discussions. The results show that analytic hierarchy process can be successfully applied to traffic roads, reconstruction and design of the railway network.
