During the 13th Five-Year Plan period,with China's urban construction entering a new stage of vertical and three-dimensional development,the development and utilization of urban underground engineering has become an important way to solve the three major crises of urban population,resources and environment and sustainable development.At present,there are few studies on cost risk assessment of underground engineering projects in complex situations at home and abroad.However,due to the high cost and irreversibility of underground engineering,its cost risk assessment has become very important.In many modern cost risk assessment methods,there are few methods that can be very suitable for the characteristics of underground engineering projects.This paper extends the method of fuzzy synthetic evaluation to the cost risk assessment analysis of underground engineering on the basis of the analysis and evaluation of the whole cycle cost of underground engineering.The whole cycle cost evaluation of underground engineering was systematically studies by using the method of fuzzy synthetic evaluation.The theory of the whole process cost risk assessment of underground engineering was put forward in this paper which was applied to practical engineering case in Shanghai.The research shows that the proposed method is a scientific and reliable evaluation method,which has theoretical guiding significance.It was found that the fuzzy synthetic evaluation can be better applied to the whole process cost risk evaluation of underground engineering construction projects due to its good dynamic balance and integrity.The application of the fuzzy hierarchical evaluation method can not only obtain more comprehensive results,but also adjust the original plan according to the dynamic risk coefficient of the project to adapt to the change of the construction project;Applying the fuzzy evaluation method to analyze the evaluation index of three-stage analysis of construction project,it is also found that the cost risk in construction stage mainly consists of conventional construction period risk and conventional cost risk.The labor unit price,mechanical unit price and material unit price in operation stage are greatly affected by the market,while the quantity of cost elements is affected by multiple factors.These factors result in excessive consumption of labor and materials,which has a great impact on the cost of underground engineering.The combination of fuzzy evaluation and fuzzy analytic hierarchy process(FAHP)is used to evaluate the reliability of underground engineering schemes comprehensively,especially in the operation stage.The selection of evaluation indicators should be flexible according to different regions,different underground engineering projects and different professional background experts to select the most suitable for the actual project.
