With the maturity of UHV energy technology,in order to meet the needs of economic and social development,the construction of market platform for optimizing energy allocation has made some progress.Compared with general transmission lines,UHV transmission line project has the characteristics of huge investment,heavy construction task and high technical difficulty.In the construction process,UHV transmission line project needs to consider the impact of quality,progress,cost,safety and environmental protection,and its construction management process is more complex and strict.The management level of construction link of UHV transmission line project is directly related to its engineering quality.Therefore,the post-evaluation of UHV transmission line project construction management is an important part of UHV transmission line project construction,which is helpful to summarize the project construction experience,provide some reference for similar new UHV transmission projects in the future,and improve the project decision-making,future project management,project benefits and decision-making level Providing feasible suggestions will also be of great help to the implementation of energy strategy in China.This paper mainly aims at the post-evaluation of UHV transmission line project construction management.Firstly,according to the characteristics of huge investment,heavy construction task and high technical difficulty of UHV transmission line project and the construction principle of evaluation index system after construction management,an index system with innovative characteristics is constructed,which includes quality management,schedule management and cost management of UHV transmission line project.The evaluation process is carried out at five levels:safety management and environmental protection.It includes 25 indicators,such as the UHV overhead construction technology,rationality of major special construction scheme and innovation of UHV construction technology.Then,in the determination of index weight,we innovatively adopt the combination of subjective and objective weighting method based on order relation method and entropy weight method,which not only avoids the problem of inaccurate subjective weights,but also solves the drawbacks of imperfect objective weights;it not only gives reasonable weights,but also improves the accuracy of evaluation.The least squares method is used in combination weighting,and an improved artificial bee colony algorithm is proposed to solve the least squares optimal combination weighting model.Finally,the matter-element-extension evaluation model is used to carry out post-evaluation of construction management,and the evaluation results are analyzed completely.Through the research of this paper,the feedback function of post-evaluation of construction management can be brought into play.The purpose is to provide scientific guidance for the future construction of UHV transmission lines,improve the level of investment decision-making of power grid,and further promote the construction of power grid in China to achieve lean management.
