In recent years,due to the promotion of the reform of the power market system,the state has continuously issued new policies to support the green new energy power generation represented by straw waste,wind energy,shale gas,etc.,coupled with the slowing down of the social demand for power energy,in the whole power generation industry,thermal power generation has been seriously impacted.At the same time,some power generation enterprises,due to historical reasons,rising fossil energy prices,unbalanced industrial structure and other reasons,have caused problems such as low utilization rate of funds,poor ability of enterprises to repay loans,excessive waste of resources,serious environmental pollution,which is not conducive to improving the competitiveness of enterprises,and is not conducive to the sustainable and healthy development of China's power market.Therefore,it is necessary to carry out the preliminary comprehensive evaluation of the proposed power plant project.The preliminary comprehensive evaluation of the power plant construction project is conducive to the improvement of the investment decision-making ability of the power generation enterprise,the improvement of the project investment income,the improvement of the scientific management ability,and the more effective promotion of its healthy and sound development.The construction of power plant project is a complex,systematic,comprehensive and long process.This process has the characteristics of complex process,complex environment,more personnel and wide cross-section.Taking the second phase construction project of Changde power plant as an example,through consulting a large number of domestic and foreign relevant documents,this paper conducts field investigation according to the characteristics of such projects,and determines the research ideas.First of all,the background and significance of the project,research status and related theories are summarized,and research methods are introduced.Secondly,the basic situation of the project is explained and the necessity of the project construction is analyzed from three aspects of power grid balance,power demand and resource optimization.Considering that the preliminary evaluation indexes of power plantconstruction project involve many contents,in the selection process of evaluation indexes,combined with the characteristics and actual situation of Changde Power Plant Phase II project,five aspects of economy,environment,society,management level and technical level are selected to build the evaluation index system.The quantitative and qualitative methods are used in combination.First,the second phase construction project of Changde power plant is taken as the evaluation object,the selected factors are weighted by AHP,the single factor membership is determined by expert scoring method,and the corresponding indicators are comprehensively evaluated by fuzzy evaluation method,so as to get the evaluation results,and each index is obtained by analyzing the evaluation results and then the qualitative analysis of the selected indicators.Finally,the paper puts forward suggestions to improve the operation level of the second phase construction project of Changde power plant,which provides reference for the construction of thermal power generation project in the new situation.
