| In recent years,under the guidance of "one city,one port" policy,local governments have focused on the construction of port terminals,often neglecting the scientific and rational planning and positioning of ports,resulting in duplicate construction of some terminals,low overall efficiency of ports,and even a vicious competition between them.Especially in most areas of the Pearl River Delta,the geographical location of the ports is very similar,and there are three world ports in the region: Guangzhou Port,Shenzhen Port and Hong Kong Port.These three ports are mature and large-scale,and their hinterland overlap is obvious,so the competition between ports becomes more intense.In February 2019,the Outline for the Development Planning of Guangdong,Hong Kong and Macao Great Bay Area was officially promulgated,which has a certain guiding effect on the port development planning in the Bay Area.However,due to the fact that its specific guidelines and implementation rules have not yet been promulgated,and the synergistic effect of port scale in the Bay Area has not yet been formally formed.Under this background,due to the absence of a certain win-win mechanism,fierce competition between adjacent ports has It will continue.This paper takes Dawan District of Guangdong,Hong Kong and Macao as the background.Firstly,the development status of urban agglomeration and major ports in Dawan District of Guangdong,Hong Kong and Macao is analyzed,and the fierce competition of ports in the Bay Area is pointed out.Secondly,through consulting the relevant literature,summarizing and refining the evaluation index and evaluation method of port competitiveness,combining with the actual situation of ports in the Bay area,the selection of evaluation index and the establishment of evaluation system are improved.Four first-level indicators and 25 second-level indicators are selected,and an evaluation system of port competitiveness is constructed by using AHP analytic hierarchy process.Finally,the evaluation system is used to analyze the competitiveness of Guangzhou Port,Shenzhen Port and Hong Kong Port in the Bay Area from four aspects: port location environment,port infrastructure,port operation capacity and port development potential.The indexes of Guangzhou Port are compared horizontally with those of Shenzhen Port and Hong Kong Port.The advantages and weaknesses of Guangzhou Port are found out and the promotion is put forward.Some suggestions on the development of Guangzhou Port will make the promotion of its port competitiveness more efficient. |
