Since the beginning of the new century,China's economy has developed rapidly,and people's living standards have accelerated.There has been a significant increase in the number of motor vehicles owned throughout the country.The pressure on urban transportation is enormous,and the living conditions and travel environment of residents have been greatly affected.The problems such as difficult parking and disorderly parking have gradually become serious.The urban parking problem has quickly become the focus of attention of all traffic participants and even all citizens.The reasons for this phenomenon include standard-setting,construction and implementation,as well as late management.However,insufficient parking allocation in buildings is one of the important factors that cause this phenomenon.Harbin is an extremely large city in the North northeast of China,and the capital of Heilongjiang province is one of the twin cores of Harbin-Changchun city group.The economic development has huge kinetic energy and relatively fast speed.It has a strong pull and attraction effect on the surrounding cities,and its core position is increasingly prominent.With the continuous development of the city,the number of motor vehicles has exploded,and the demand for parking facilities has rapidly increased.The parking allocation standards that have been used before have made it difficult to adapt to the needs and speed of urban transportation development because of the earlier age of preparation,making the classification thicker,more forward-looking,and lower standards.The Harbin parking lot referred to in this paper is a parking facility for social passenger cars,excluding specialized transportation vehicles such as buses,taxis,and trucks,motorcycles,and non-motor vehicle parking facilities.This paper has conducted a large number of investigations into the current parking situation in Harbin,analyzed,refined and summarized the characteristics of the current situation,existing problems and causes,and conducted a summary,analysis and comparison study based on the factors affecting the construction needs of parking facilities.The new standard of construction for Harbin is put forward.In the course of the research,this paper summarizes and draws on domestic and foreign policies,policies and practices concerning cities,and studies the key contents and main measures of the revision and construction standards in similar cities in China,through the combination of Harbin's regionalcharacteristics.It also solicited opinions and suggestions from citizens and development enterprises,took into full consideration various factors,adjusted the standards for the construction of parking lots for construction projects in Harbin City,and put forward standards,specific measures and policy support for the construction of parking lots that are suitable to the times.This article also takes into account the universality of specific cities and the same type of cities as much as possible,and looks forward to innovation.It will become an attempt for future research or other cities to formulate parking standards for reference.
