Since the 21 st century,China's economic construction has entered a period of high-speed development,infrastructure construction and the booming development of the real estate market.In order to maintain and guarantee the sustained and rapid development of the national economy,the country has constantly improved relevant laws and regulations,and strengthened the supervision and management of the quality of construction projects.As an important content and technical guarantee in the construction of Engineering quality,A large number of construction quality inspection institutions came into being and become a specialized subdivision industry.Because of the characteristics of the testing market,Most of the prefecture(city)and county(district)level construction quality inspection institutions are restructured from the subsidiary departments of local construction quality supervision institutions.As a testing institution of state-owned enterprises,it is an important part of the testing market.But the market-oriented transformation of these institutions started late.It is urgent to optimize its quality management system and improve its service level and operational efficiency.So as to strengthen their market competitiveness and fulfill their three major responsibilities of state-owned enterprises.Therefore,based on the theory and method of total quality management,this paper analyses the current situation of quality management system in construction institutions.To optimize the quality management system of construction quality inspection institutions at prefecture(city)and county(district)levels by using its concept.The evaluation model of the management system is established by using the method of fuzzy comprehensive hierarchical comprehensive evaluation to evaluate the operation effect of the management system of the testing organization.In the hope of making a more in-depth study on the theory of management system construction optimization of such testing institutions.The structure of the paper is as follows:(1)Literature review,research ideas and technical routes.On the basis of detailed literature review technology,the research status and direction of quality management system of testing institutions at homeland and abroad are analyzed.It is pointed out that the quality management system of construction quality inspection institutions at prefecture(city)and county(district)levels is not enough.The purpose and method of the study were further determined and the technical route was designed.(2)Explain the theory and method.Through searching literature,we can understand the development process of the TQM theory and understand the significance of its theory and method.Based on the ability to use it in the quality system optimization construction of testing institutions.At the same time,the establishment steps of the model of the Fuzzy Hierarchical Comprehensive Evaluation Method are elaborated and analyzed.It is hoped that this method can be applied to the evaluation of the operation effect of the quality system of testing institutions.(3)Design the total quality management optimization scheme of the quality management system of testing institutions.From the perspective of core elements of laboratory qualification evaluation,the management concept of total quality management theory is applied.We optimized the quality management system of testing institutions and designed the optimization scheme.(4)Establish the evaluation model of the operation effect of the management system of the testing institution.Based on the optimization scheme of the management system of the testing organization designed in the previous paper,an evaluation index system is established.A mathematical model for evaluating the operation effect of the management system of testing institutions is established by using the method of fuzzy hierarchical comprehensive evaluation.(5)Empirical analysis.This paper takes XC construction quality inspection institution as a case to make an empirical analysis.The present situation of laboratory quality management is analyzed in depth from the perspective of laboratory qualification accreditation and evaluation.By doing causality diagram,we find some problems existing in its quality management system.Then the quality management system of XC construction quality inspection institution is optimized by using the research method of this paper.The data of investigation and statistics are substituted into the established evaluation model,and the evaluation results of the operation effect of its management system are calculated.The theory of total quality management is widely used in all walks of life.It is hoped that this study can help the theoretical research on management system of engineering quality inspection institutions.
