Throughout the overall situation,the improvement of national economic productivity is closely related to the development of the machinery industry,which can provide equipment for other industries as well as durable consumer goods for People's Daily life.The development of other industries cannot be separated from perfect equipment.Therefore,the state attaches great importance to the development of the machinery industry.Steadily developing the machinery industry to meet the national development needs plays an important role in the national economic development.Therefore,it is no exaggeration to say that the machinery industry provides an important guarantee for national development,and it is also one of the important criteria to judge the level of regional construction.However,there are still many problems in the machinery industry.Firstly,there are many subindustries with low technical level,so the development is unbalanced.Second,the industry's innovation is not enough,leading to low production level,not to mention the industry's scientific research level.Therefore,the promotion of Inner Mongolia autonomous region machinery industry technology innovation capacity becomes the most important.Carding analysis research related to global machinery industry,most of the researchers cite just one industry or technology patent data trend analysis and patent data analysis or patent data sorting,etc.,this research model permeability obviously not enough,to strengthen technological innovation ability evaluation system is yet to be,and also no related system of a country or a region to evaluate detailed machinery industry technology innovation ability.It can be concluded from the evaluation index system of regional or industrial technological innovation capability,although there are differences in thinking,emphasis,system and index quantity in the analysis.These data show that the evaluation index system of industrial technological innovation capability in our country is valuable for reference,and these studies have tended to be perfect.,therefore,the main research of this paper is as follows: the first step analysis technology innovation problem,the second step is combined with the characteristics of the industry and then analyze its ability to innovate,the third step is the in-depth analysis of patent information gradually build an industry technological innovation ability evaluation system,the system of patent indicators,17 three-level index system.In this paper,the analytic hierarchy process is used to evaluate the technical innovation ability of the machinery industry in Inner Mongolia autonomous region,zhejiang province,shandong province and guangdong province.The patent portfolio analysis method is used to analyze the Inner Mongolia autonomous region machinery industry.The research results show that Inner Mongolia autonomous region's technological innovation capacity of machinery industry is obviously weaker than that of guangdong province,and lower than that of zhejiang province and shandong province.Based on fully learn the industry technological innovation capability evaluation model on the basis of careful analysis reasonably related patent data,and to evaluate its,find out the problems existing in the Inner Mongolia machinery industry technology innovation ability and shortcomings,in order to enhance and improve the Inner Mongolia machinery industry technology innovation ability strong support basis is put forward.
