Study On Safety Management Problems And Optimizing Measures Of PX Expressway Toll Station

China's expressway construction started late,but it is developing rapidly,by the end of 2015,the total length of expressways in China had reached 125,000 kilometers.At the same time,toll station as the service window of the expressway,its safety incidents that occur from time to time have also attracted people's attention.As the basic unit of expressway,toll station has the characteristics of point,multi-line,all-weather work and most of the stations are located in remote mountainous areas.Its safety production responsibility is heavy,its tasks are heavy,and its safety work involves a wide range of issues,correspondingly,the "three violations" often occur,the safety equipment is not invested enough,and the sense of safety responsibility is not strong,with the release of green channels,networked charges,overloaded vehicle and related free policies,by the malicious,some drivers' malicious card violent anti-laws,and illegal driving are becoming more and more serious which driven by profit,it is also seriously threatening the life safety of the toll collectors,how to do the safety management of toll stations is an important problem for expressway managers.The paper studies the relevant theoretical achievements and practical experience of safety management at home and abroad,and combines the author's experience in the front line of expressway toll stations.taking the PX expressway as a sample,using the Bode accident causal chain theory to analyze the safety management problem of the toll station,and propose optimization measures from the aspects of "human behavior" and "state of matter",it is proposed that the design and construction of toll stations should be carried out in accordance with the relevant expressway construction codes promulgated by the state,the list of dangerous sources should be improved and monitored,and relevant equipment and facilities should be equipped according to the needs of the work to solve the "unsafe condition of the object",through strengthening safety training and education,strengthening on-site safety management,compacting safety management responsibilities,and innovating work thinking to solve "human unsafe behavior",improving the organizational structure and assessment system of enterprise safety management to solve the "management defects",ensure the effective implementation of optimization measures,then build a safety management system for toll stations.The author's research has certain reference value for solving the safety management problem of PX expressway toll station,and provides reference for expressway enterprises to solve the safety management problems in production and operation,which is helpful to the research on the theory and system of toll station safety management.
