With the developing of China's supply side reforms,China's economic pillars are strengthening to medium-and high-end industries,and high-tech industries are gradually being valued.The development of high-tech industries will also increase the demand for chemicals.As a country with considerable chemical demand and production,China's transportation demand for chemicals is also growing year by year.Most of the chemicals are inflammable,explosive,toxic or radiative,which causes the accidents of chemical transportation vehicles.The impact will far outweigh the ordinary vehicle accidents.Therefore,when transporting chemicals-based dangerous goods,it is necessary in order to carefully to select the transportation route and plan a suitable dispatch plan to ensure the safety of transportation.They often base the pre-judgment of transportation safety on the size of transportation risks.Therefore,for decision makers and regulators,government departments wish to transport dangerous goods with minimum transportation risk as the basis for planning.As a company,transportation enterprises must consider transportation costs.To reduce operating costs and achieve profitability,the two goals are inherently reciprocal.So it is hard to measure the priority to the two goals.As a resident near the dangerous goods transportation route,it is repulsive to the transportation of dangerous goods.As a resident,it is not desirable for any dangerous goods transportation vehicle to be close to their own area.It no doubts that the objectives pursued by the three different angles are mutually incompatible.How to balance the three parties has become a challenging point in the transportation of dangerous goods.In this paper,first,we analyze the definitions of transportation risks in the existing literature at home and abroad.The existing deficiencies in the existing literature are examined and proposed.The main research content of this paper: The focus on this paper is mainly on the scheduling optimization of vehicles,including the selection of existing routes and the optimization of departure order and departure time.Therefore,after defining and modeling risk fairness and space-time safety distance,A multi-vehicle scheduling model with minimum transportation risk,minimum transportation cost,shortest transportation time and the most balanced risk distribution is constructed under time-varying conditions.Meanwhile,Spacetime safety distance We introduce space-time safe distance into the constraint conditions to ensure accidents between transportation vehicles.The influence is within an acceptable range.Then the model solving algorithm based on NSGA-II is offered.According to the requirements of vehicle scheduling,we change the encoding method and cross-variation mode of the original algorithm to render it more suitable for the model.Finally,we selected a representative road network model for simulation and get satisfactory results.
