In recent years,the scale of China's power grid construction has developed to a certain foundation.The investment growth rate of incremental projects has dropped significantly compared with the previous ones.The proportion of investment in renovation projects of stock projects,especially stock distribution networks,is increasing.Targeted research is urgently needed to further improve the decision-making and management level of such projects.At present,from the overall development of the post-project evaluation,due to the different characteristics,backgrounds and implementation processes in different industries and fields,it is difficult to apply the existing research results directly to the distribution network project.Based on the analysis of the characteristics of distribution network reconstruction projects and related research status,this paper proposes the principles and construction of an evaluation index system.This paper fully considers the unique characteristics of distribution network renovation projects,constructs a set of operable and targeted post-evaluation index system that can be widely promoted to similar projects,and conducts a comprehensive post-evaluation analysis and research on Project K around the four major aspects of project process management,project economic benefits,project technical performance,and project social impact,which reflects the differentiated characteristics of distribution network transformation projects in the field of power grid engineering.In addition,in order to solve the problem that it is difficult to analyze the economic benefits of distribution network reconstruction projects,this paper introduces the increased economic benefits in terms of power grid operation reliability,carries out a comprehensive economic benefit evaluation of the project by constructing a life-cycle cost estimation model,and obtains a quantifiable economic benefit evaluation conclusion,based on the front-to-back comparison method and relying on the life-cycle cost theory.In order to obtain the comprehensive post-evaluation conclusion of the project,this paper comprehensively applied the analytic hierarchy process and fuzzy comprehensive evaluation method,and successfully determined the quantitative treatment of the qualitative indicators based on the scientific and reasonable determination of the weights of the first and second indicators.The specific evaluation value of each factor was determined,and the final evaluation conclusion was obtained through calculation.The calculation method is concise and clear,the operability is strong,and it is feasible to be extended to other distribution network reconstruction projects.
