Research On Sponge City Planning And Construction Under Different Urban Needs

In recent years,waterlogging disasters have occurred frequently in China,and water security issues have seriously threatened people ’s lives and property.In November2014,the Ministry of Housing and Urban-Rural Development proposed relevant documents for the construction and construction of sponge cities in order to improve the urban safety system and provide urban drainage A more specific technical direction was proposed to propose strategies for solving the urban waterlogging problem.In April 2015,16 cities,including Qian’an and Xixian New District,were selected as the first batch of pilots.Based on the comparative analysis of foreign sponge city planning cases and the status quo analysis of domestic pilot sponge city planning and construction,this paper draws out strategies for different city demand types of sponge city planning and construction,thus guiding sponge city planning and construction in other cities in China.Sponge city planning and construction contains a complex system.Therefore,this research adopts the idea of solving complex systems,and sets up a research framework analysis of "proposing problems-analyzing problems-drawing conclusions-empirical analysis".The details are as follows:(1)The relevant theories about the planning and construction of sponge cities in the world have been reviewed,focusing on the problems and gradually analyzing them in depth.Clarified the methods of sponge city planning and construction under different urban needs,providing theoretical guidance for the division of urban demand types and the study of planning and construction strategies(2)The first is a comparative analysis of the planning cases of foreign sponge cities,and the international experience of domestic sponge city planning and construction is obtained.The second is a comprehensive evaluation and analysis of the "sponge body" construction of the domestic pilot sponge cities,screening out the research objects,and screening out the selected Conducted comprehensive evaluation and analysis of the pilot cities in China,and obtained suggestions and strategies for the planning and construction of domestic pilot sponge cities.(3)By analyzing the conditions of the domestic pilot sponge city planning and construction,the characteristics of different types of cities are analyzed,and six types of sponge city planning and construction with different urban needs are summarized:Chizhou is the representative of the southern Anhui Plain-type small and medium-sized cities,and Jinan City The northern mountain-plain temperate monsoon type city represented by Xiamen,the coastal subtropical ocean city represented by Xiamen City,the subtropical city of many types of landforms represented by Nanning City in the south,and the hilly type of southwestern basin represented by Suining City Subtropical cities,mountainous subtropical cities represented by Chongqing.(4)Analyze the planning overview of the six pilot sponge cities from the previous screening analysis,as well as the planning ideas and planning needs of the sponge city,understand the current status of the sponge city construction in each pilot city,and the focus and characteristics of each pilot sponge city,According to the focus of each type of sponge city planning and construction,put forward its reference strategy of sponge city planning and construction.Provide theoretical and practical guidance for the future planning and construction of the same demand sponge city.(5)Based on the types of sponge city planning and construction and strategies for each type of sponge city planning and construction,the conditions of sponge city planning and construction in Xinyang City were analyzed,the types of sponge city planning in Xinyang City were obtained,and the construction of sponge city construction in Xinyang City The demand and the constraints of the construction of sponge cities have led to the strategy of planning and construction of sponge cities in Xinyang City and Xinyang City with the same demand.
