| Since 2013,China has issued a series of incentive policies, which has made the photovoltaic industry unprecedented development in China. The development of photovoltaic power generation projects is becoming larger and more complex, which puts forward higher requirements for the construction management of photovoltaic power generation projects.Traditional management methods have been unable to meet the needs of cost-schedule management in the construction phase of photovoltaic power generation projects. As a construction enterprise, only by strengthening construction management and introducing advanced management methods, can the construction cost of the project be reduced, the construction period be guaranteed, and the competitiveness of the construction enterprise be improved.Firstly, the paper statistics and analyses the construction data of photovoltaic power generation projects in China from 2013 to 2018,and finds that in the past seven years, the construction scale of photovoltaic power generation projects in China has increased dramatically while many construction management problems have leaked out. Most photovoltaic power projects have cost overruns and schedule runaway in the construction stage. In order to solve this problem, the multi-level earned value method is introduced into the construction management of photovoltaic power generation projects, which has achieved good management results.Secondly, the paper also analyzed and summarized the importance of the multi-level earned value method. The principle of multi-level weighted earned value method is put forward, and the application model of multi-level weighted earned value method is established. The multi-level weighted earned value method can distinguish the importance of each sub-project according to different weights,so that the earned value calculation results can better reflect the implementation of key sub-projects.Finally,the multi-level weighted earned value method is applied to the Laobaigan photovoltaic power generation project in Hengshui,Hebei Province, and good results have been achieved in greatly reducing costs and speeding up progress.Through research and analysis, the following conclusions can be drawn: firstly, the multi-level earned value method is introduced into the construction phase of photovoltaic power generation projects, which solves the problems of cost overruns and schedule out of control caused by backward construction management methods;secondly, the application model of multi-level weighted earned value method is put forward, which strengthens the cost of key work and key work that have a greater impact on the overall objectives of the project. And the monitoring of progress is conducive to reducing costs and speeding up progress in the construction phase of the project. |
