Performance Evaluation Of EPC Project Cost Control

In recent years,in order to achieve the goal of integrating the construction industry with international practices,the state hopes to change the traditional construction mode of three-stage separation of design,procurement and construction,so it decides to further promote the development of the general contracting system for projects.EPC mode is one of the general contracting modes.Under the background that the state strongly advocates the general contracting mode,EPC general contracting mode has been greatly developed in the engineering field.However,as the EPC mode is still in the early stage of development in our country,the laws,regulations and specifications on the cost control,settlement management and contract price adjustment of the EPC mode are not perfect,and some management or technical personnel of participating units lack the cost control work experience of the EPC general contracting mode,resulting in some EPC projects showing their advantages in terms of construction period and progress,but the low level of cost control limits the advantages of the overall EPC general contracting mode and hinders the promotion of the EPC general contracting mode.In order to solve this problem,we need a method or means to improve the cost control level of EPC general contracting mode,and performance evaluation is the primary way to measure and evaluate the project management level.The introduction of performance evaluation principle can realize systematic and comprehensive measurement of the level of project cost control,find out the links or stages with lower management level through analysis,and then propose targeted improvement measures to improve the overall cost control level of EPC general contracting mode.In view of this,it is imperative to carry out comprehensive performance evaluation on EPC project cost control,and how to carry out scientific and effective performance evaluation has become the key and difficult point to solve the above problems.This paper summarizes the differences between cost control under EPC mode and traditional mode by expounding the basic theory,advantages and disadvantages of EPC mode and the basic theory of cost control.According to the relevant theories of performance evaluation system,11 evaluation methods are sorted out and introduced through literature research.Based on the main work of each implementation stage of the engineering project,the key work and important achievement documents of cost control are found out,and the index system of EPC project cost control performance evaluation is established by using summary induction with the stages of 5 EPC model projects as the first-level indexes and 19 key work and important achievement documents as the second-level indexes.According to the characteristics of EPC project cost control index system,the limitations and applicable scopeof 11 performance evaluation methods are compared through comparative analysis method,and the fuzzy comprehensive evaluation method is selected to evaluate the performance of EPC project cost control,thus establishing the performance evaluation model of EPC project cost control.Using the above-mentioned performance evaluation model of EPC project cost control,this paper makes an empirical analysis on the cost control management level of an EPC project in a college in Lanzhou New District,obtains basic data through questionnaire survey method,calculates index weight and index value using entropy method,and evaluates the project through fuzzy comprehensive evaluation method.The results show that the constructed performance evaluation model for EPC project cost control is applicable and can expand ideas for improving the cost control level of EPC general contracting mode.This paper studies the performance evaluation of EPC project cost control,constructs the index system of EPC project cost control performance evaluation and carries out performance evaluation.It is hoped that this can help the effective supervision and evaluation of EPC project cost control,improve the cost control level of EPC mode projects,and make full use of the advantages of EPC projects.
