The feasibility study report serves as an important basis for early decision-making in construction projects,and its quality directly affects the success or failure of project decisions.In recent years,there are still many projects that fail to achieve the expected benefits after they are completed.The main reason is that the evaluation quality of the feasibility study plan is not high.The current evaluation is mainly for the project "whether it is feasible".On the basis of feasibility,the comprehensive benefit selection evaluation of multiple schemes is still very few,which makes the construction scheme meet the feasible requirements,but it cannot meet the optimal purpose of the scheme and reduces the quality of decision-making.With the development of society and the continuous improvement of human living standards,people are paying more and more attention to the impact of non-economic factors on construction projects,so it is proposed that in addition to the feasibility study plan selection,technical and economic evaluations are required,and comprehensive evaluations need to be gradually strengthened.the weight of.Therefore,it is necessary to improve the comprehensive benefit evaluation index system of the feasibility study plan at the decision-making stage and choose a scientific and reasonable evaluation model to improve the quality of the feasibility study report.This article systematically analyzes the problems existing in the comprehensive evaluation of the current feasibility study plan by reading a lot of literature.Based on the relevant theory of fuzzy comprehensive evaluation and the optimization of the feasibility study plan,the comprehensive evaluation model of the project investment decision-making system is studied.Combined with the characteristics of feasibility study plan evaluation,the existing model is improved and selected,and the analytic hierarchy process,entropy weight method and fuzzy comprehensive evaluation method are used to establish a more comprehensive comprehensive evaluation system.First,in the evaluation index screening process,taking the maximization of comprehensive benefits as the criterion,through systematic analysis of the literature,screening indicators with strong representativeness and reference from previous research scholars,and combining with the opinions of expert interviews,the technical,The four indicators of economic benefits,social benefits and environmental impact are the first-level evaluation indicators of the guidelines and the second-level indicators at the corresponding levels.Secondly,through the subjective and objective weighting method,the method of combining the analytic hierarchy process and the entropy weighting method to determine the comprehensive weight of the index is determined,and the alternatives are applied to the fuzzy comprehensive method tosort the schemes.Finally,taking the T018+020# new road construction project selection in Xigu District as an example to conduct an empirical study,through a comprehensive evaluation of the data of the feasibility alternatives,the construction plan with the highest comprehensive benefit was calculated,compared with the actual The programs are consistent,and the benefits achieved by the actual programs in recent years have achieved the expected results.Therefore,this study believes that by improving the evaluation system and applying fuzzy comprehensive evaluation to optimize the plan,the quality of decision-making can be improved,the economic and social benefits of the construction project can be ensured,and investment decision-making errors can be reduced.In addition,the evaluation system established in this paper provides a theoretical basis for the optimization of feasible projects in future construction projects.
