With the continuous development and improvement of urban infrastructure,the focus has gradually shifted from construction to operation management.However,due to the concept of operation and maintenance,maintenance technology and management strategy,there are many contradictions with the goal of improving urban operation efficiency.Based on the long life cycle operation of the tunnel,this paper discussed the feasible scheme and evaluation method of the tunnel overhaul decomposition,and applied the evolutionary game and system dynamics theory to study the strategy of the government side and the operation and maintenance side closely related to the tunnel overhaul decomposition.The main research contents are as follows:(1)It defined the connotation of tunnel maintenance and repair,sorted out the standard grade of tunnel maintenance and the grade standard of large,medium and small repair operation,and analyzed the current situation of tunnel overhaul decomposition and problems existing in tunnel maintenance and repair at the present stage.(2)From the aspects of service performance,social benefit,economic benefit and environment benefit analysis,the influence factors about the feasible method of tunnel overhaul decomposition were analyzed,to build the comprehensive evaluation index system of tunnel overhaul decomposition feasible scheme and determine the evaluation indexes of quantification and assignment method.Based on ELECTREⅢ model,the comprehensive benefit evaluation model was built with the use of the analytic hierarchy process to calculate the weight of each evaluation index.(3)The regulatory department of tunnel overhaul decomposition-the government side,and the executive department of tunnel overhaul decomposition-the operation and maintenance side are regarded as players in the game.The payment matrix was set up according to the utility functions of both sides of the game,and the replication dynamic equation was constructed.According to the probability and utility parameters of the two sides of the game,the system dynamics model was built,to simulate the government regulation strategy and carry out the sensitivity analysis about the change of the regulation strategy.Starting from the stability analysis of unilateral strategy of operator,the probability threshold of government supervision and probability stability of overhaul decomposition were explored,and the optimization of tunnel overhaul decomposition supervision was simulated(4)Taking Hangzhou Wenyi Tunnel project as an example,this paper applied the evaluation system of feasible methods for overhaul decomposition,evolutionary game and system dynamics model built in this study to practical cases,to testify the effectiveness of the research results,and proposed a regulatory strategy based on the perspective of the government.
