Natural gas is a kind of clean,efficient and economical high quality energy.The efficient use of natural gas provides an important guarantee for the long-term stable evelopment of social economy and ecology.Domestic and foreign research on natural gas project is becoming more and more extensive,and small and edium-sized cities are also accelerating the development of urban natural gas with The Times,attaching more and more importance to the construction of natural gas pipeline projects.At the same time,a series of problems are exposed in the construction project of natural gas pipeline engineering.In the process of project implementation,no perfect progress plan is made,or the project is not executed according to the plan,and the management is not in place,which leads to the serious delay of project duration,the increase of cost,and the existence of economic risks and schedule risks;Project safety management measures are not in place or project members do not implement,there are management risks and so on.These problems highlight the importance of project risk management,for the limited time of risk management introduced into our country city gas industry,lack of management experience,the natural gas in the engineering project risk without careful research and demonstration,even many practitioners of natural gas engineering project risk cognition left to chance,etc.This study based on my work experience of QZ Housing and Urban Rural Development Bureau and the related theoretical knowledge of project management,this study studies the risk problems existing in the natural gas pipeline engineering construction project.Taking ZK natural gas pipeline engineering construction project as a research case,according to the time line of the project construction process,this paper discusses the project risk management system as the framework of the paper,from the risk identification,assessment and response Three aspects are studied.The paper using Delphi method in the risk identification stage,Using WBS-RBS decomposition to identify 10 risk categories of 5 project stages,such as organizational risk,technical risk,management risk,etc.In the stage of risk assessment,the qualitative analysis of risk is carried out first to find out the risk factors of various risks,and 17 risk factors are divided according to the levels of huge risk,major risk,medium risk,acceptable risk,slight or negligible risk.Then use the analytic hierarchy process(AHP)to determine the weight of different levels and multiple indicators,determine the importance of each risk factor,carry out the risk ranking of each stage of project construction,conclude that the construction stage risk has the largest weight,and the evaluation results are consistent.In the risk response stage,according to the ranking of various risk factors,take response measures one by one for the risk factors above the medium level to minimize the project risk as far as possible.Last but not least,the paper suggested that further the GIS system,SCADA system,GPS patrol system,such as information system,and involve pipeline gas into the comprehensive utility tunnel gradually,radically reduce the city gas enterprises in engineering construction,operation risk,on natural gas pipeline project of real-time monitoring and control,to optimize the enterprise benefit,the purpose of maintaining social stability.
