Since the establishment of the People's Republic of China,China's civil aviation industry has developed for 70 years.During this period,air traffic control system of civil aviation in China has gone through several changes in terms of management and technology systems.And now,a full-fledged control model has been set up.In order to explore the future of China's air traffic control,this paper attempts to predict the development trend through a research of the historical data of air traffic management of civil aviation in Chins and a summary of the law of development.The major research of the paper is as follows:(1)Considering demand,support capability and safety,data of 1950 to 2018 in terms of 8 relevant indicators of aircraft traffic control in China are collected,namely number of aircraft,number of transportation aircraft and number of passengers,etc.After the correlation test,6 indicators are retained and standardized.Then,we normalized them by the entropy weighting method and came up with the comprehensive evaluation index of China's air traffic control.Aside from this,major events during the development of China's air traffic control since 1949 are garnered from a variety of authoritative journals and books,and they are sorted out into three categories: institutional framework reform,improvement of facilities and equipment,and major update of work procedures.It will serve as the basis for analyzing the characteristics of CAAC air traffic control development.(2)The Fisher cluster method is used to cluster and analyze the data of the comprehensive evaluation index of air traffic control in China's civil aviation in 1950~2018,and the result of the cluster analysis is adjusted by analyzing the significant events.Finally,the development of China's air traffic management of civil aviation is divided into seven stages,namely,1949~1977,1978~1987,1988~1995,1996~2004,2005~2007,2008~2014 and 2015~present.(3)The data of air traffic management of civil aviation in the United States from 1927~2014 are collected,and the life cycle theory is introduced.By fitting the data with the logistic growth curve model,the evolution process of American civil aviation is divided into three consecutive evolutionary cycles,namely 1927~1970,1971~1983 and 1984~2009,and a new life cycle began in 2010.(4)Combined with the researches carried out by predecessor,a comparative analysis of the development of air traffic management between China and America is carried out.The results show that the evolution law of China's air traffic management is similar to that of the United States,especially in terms of technical system.And the development problems faced by the two countries tend to be consistent.However,due to historical reasons,there are great differences between China and the United States in terms of national air traffic management system,which is an important reason for the gap in the development of civil aviation between the two countries.
