Traditional villages in Fujian Province play an important role in the whole country.Traditional villages in southern Fujian are rich in resources,accounting for about 40% of Fujian.The passive disappearance of traditional villages with developed economy in southern Fujian is much more serious,and the stock of ancient buildings is also decreasing gradually.Protecting the ancient buildings of traditional villages in southern Fujian around the hard environment and soft culture has important historical,cultural,ecological,economic and social significance,and has political significance in promoting the reunification of the motherland.However,the lack of villagers' dominant position in the protection practice reduces the effectiveness of ancient building protection.Therefore,this paper analyzes and calculates the effective participation degree(EPD)of villagers in ancient building protection,finds out the key influencing factors,and puts forward policy suggestions for decision-making reference.The empirical research includes two parts: one is the calculation of villagers' EPD,and the other is the influencing factors analysis of villagers' EPD.The former draws lessons from Thomas' effective decision-making model of citizen participation,designs an evaluation index system from four dimensions of leaders' recognition,training informed public,mutual learning and government support according to the idea of holistic citizen consultation decision-making,and then calculates the EPD of villagers by entropy method.The latter uses multiple regression model,sets villagers' EPD as dependent variable,sets expected income,protection job satisfaction,individual characteristics and family characteristics variables as independent variables,and discusses the key factors that affect villagers' EPD.The results show that the EPD of villagers in the protection of ancient buildings in traditional villages in southern Fujian is low and there is a little regional difference.Xiamen is slightly higher than Quanzhou and Quanzhou is slightly higher than Zhangzhou.The four-dimensional average value from low to high is leaders' recognition,government support,mutual learning and training of informed public.The top three with the lowest single index calculation value are respectively the understanding of the importance of ancient building protection,the degree of government attention and the way the leader is generated,while the top three with positive numbers are respectively the adoption of opinions,the level of opinions reached and the complete expression of opinions.The key positive correlation factors that affect the EPD of villagers are whether the expected income increases,in addition,gender,family population and whether there are village cadres in the family;satisfaction with the protection of ancient buildings in the village;age,educational background,location of the house,whether there are CPC members in the family and the number of people outside the family all have significant positive effects on the EPD of villagers to varying degrees.However,family income and the number of people 60 above have a significant negative impact on EPD of villagers.The results of the model do not show that the number of years of residence in the village,the work unit and the identity of the head of the household have a significant impact on the participation of villagers.The policy suggestions of this study are as follows: First,is to implement simultaneous protection and development to increase the expected benefits of villagers' participation in protection.The second to strengthen the selection of leaders and leaders for the protection of ancient buildings in traditional villages.The third is to further make information public and system transparent and improve villagers' right toknow.The fourth is to enhance the effective communication between the government and the villagers and form a good feedback mechanism.The fifth is to broaden the investment channels of protection funds and reduce the constraints of capital bottlenecks.The sixth is to establish a multi-subject coordination mechanism to protect and support villagers' continuous participation.
