In order to cope with the increasingly prominent energy constraints and environmental problems,the development of low-carbon economy has become the fundamental way to promote the coordinated development of environment and economy,reducing energy intensity is the primary goal and entry point for the development of low-carbon economy.New urbanization requires that in the process of urbanization development,we must implement the concept of ecological civilization and make every effort to build a green and low-carbon city.At the same time,China's "high energy consumption,high investment,low efficiency" industrial characteristics lead to the improvement of industrial agglomeration level will make environmental protection and energy economy face greater challenges.Therefore,putting new urbanization,industrial agglomeration and regional energy intensity into the same framework for empirical research has strong theoretical and practical significance for further improving the quality of new urbanization construction,giving full play to the external economic effects of industrial agglomeration and effectively improving regional energy intensity.Firstly,this paper discusses the direct and indirect influence mechanism of new urbanization and industrial agglomeration on regional energy intensity through theoretical analysis.Then calculates the comprehensive index of new urbanization of provinces in China by constructing the new urbanization index system and using the method of entropy,and calculates the degree of industrial agglomeration by using the location entropy index based on the number of industrial employees.Finally,on the basis of mechanism analysis and current situation analysis,we use panel data of 30 provinces in China from 2003 to 2016 to establish spatial lag model and spatial error model,and combine with intermediary effect model to empirically test the impact of new urbanization and industrial agglomeration on regional energy intensity.The results show that:(1)New urbanization promotes the growth of regional energy intensity.At the same time,it improves energy intensity by upgrading industrial technology level,especially in the central region.(2)The increase of industrial agglomeration has a positive effect on energy intensity,but the increase of energy intensity can be restrained by improving the level of industrialization,especially in the eastern region.(3)At the national level,the level of industrial investment,the level of labor force efficiency and the level of foreign direct investment all have a significant impact on the reduction of regional energy intensity,but there are differences in the degree of their role in different regions.(4)New urbanization can inhibit the increase of energy intensity to some extent through the intermediary effect of industrial agglomeration,but the degree of inhibition of intermediary effect is limited.
