Street Design Guidelines Based On Complete Street Concept

In the past few decades,the urban development model centered on motor vehicle traffic has brought a series of urban problems.People have to re-examine the meaning of street design.Since the 21 st century,the United States has proposed the concept of "Complete Street",which has influenced the design of streets around the world.In the 21 st century,streets belong to not only motor vehicles but also other street users.The street serves as both the traffic space for all street users and the public space for the city.The street design guidelines studied in this paper are the most important guiding documents for the "Complete Street" policy.In 2016,China issued the first street design guide-"Shanghai Street Design Guidelines",which opened the prelude to the preparation of China's urban street design guidelines.However,preparation of Chinese urban street design guidelines is still in its infancy.In this respect,the US urban street design guidelines started early and more experienced.So,the US urban street design guidelines have reference significance.Although many scholars have studied the street design guidelines,they mainly focus on the compilation level.Those studies mainly answer the question of "what to control",rarely answering the question of “how to control”.So,those studies cannot directly propose the method for compiling the future street design guidelines.Therefore,based on the concept of “Complete Street”,this paper studies the street design guidelines,tries to answer the question of “control what” and answer the question of “how to control”.This paper selects six street design guidelines from China and America as the research objects.The research content is from the control content of the guidelines to the design strategy control framework,from the design strategy control framework to the specific control method of street design strategy.The article affirms the 21 st century street construction task-the complete street.Then through the research on the background and guidelines of the six street design guidelines,it is determined that the street design guidance content based on the concept of Complete Street should include design guide,design strategy guidance and implementation of coordinated control.And it is found that the framework of design strategy guidance should include street classification,street and block,street space elements and street material elements.Finally,street classification and street space elements are selected to study the specific methods of design strategy guidance.Two elements of street space elements only are selected,street interface and pedestrian road,for research.The control optimization methods of street classification and the street space elements are proposed.
