With the development of economy and living standards,the demand for public services tends to be diversified,high-end and differentiated.Meanwhile,SinoSingapore Tianjin Eco-City has steps into its tenth year of construction.There is a lack of research on the key issue of public service facilities planning and implementation.Therefore,this paper takes 655 hectaresas Sino-Singapore Tianjin Eco-City as the research space,the tenth anniversary course of eco-city construction as the research time,and the construction process of the eco-city as the research time frame.Seven categories and fifteen categories of public service facilities have been choosen as the implementation evaluation object.The process and effect of its planning implementation are studied in combination of diachronic and synchronic aspects.Firstly,the geographic information database of public service facilities is constructed with the help of GIS.Then the implementation process evaluation establishes seven secondary factors in four aspects: construction speed,priority,compactness and investment efficiency.Four main characteristics of the implementation process are founded: first,the evolution process can well reflect the strategic intentions,but it is still difficult to meet the 2020 target.Secondly,facility construction presents the characteristics of "slow-step-jump" speed change,the growth of relative demand is slightly lagging behind.Thirdly,The government's concern about public service facilities is on the rise,the attention of commercial facilities is insufficient.Fourthly,the compactness of educational,sports and medical facilities is relatively low in the early stage of construction.In terms of implementation effect,based on the principle of comprehensive value judgment,an evaluation system of 10 main indicators and 28 second-level indicators is established which includes realization,satisfaction and spatial performance evaluation.With the help of GIS,SPSS and other software,qualitative and quantitative evaluation Qualitative and quantitative studies have been carried out.The main findings are as follows,there is a certain gap between the real supply and demand situation and the planning document;The realization of the third level facilities in the community generally missing;a number of key indicators fail to meet the standards.Residents are generally satisfied with the construction situation.However,one third of the respondents think that the construction of facilities is slightly behind schedule.The old and children,high-income groups,dual local(local occupational and residential)and car travel groups are relatively less satisfied.Action lists for residents' feedback are put forward.The spatial performance of 28 residential districts was uneven,in which community centers holds the highest score,while medical facilities scores the lowest.Based on the evaluation of implementation process and effect,this paper summarizes the main problems.Such as insufficient efficiency and fairness,the effectiveness of planning guidance.Finally,based on the previous study,the multi-dimensional sustainable model of public service facilities planning implementation optimization strategy.From five aspects of planning guidance,operation support,public participation,supply performance and site vitality,the implementation path of public service facilities planning from planning formulation to completion is proposed.
