With the rapid development of China's social economy,the construction industry has made unprecedented progress,but the health,safety and environmental issues(HSE)of workers engaged in the construction industry have become increasingly prominent because they have not attracted enough attention.The deepening of the concept of environmental protection development puts forward requirements for the health,safety and environment(HSE)management of construction projects.At present,the design of the HSE management performance evaluation index system for engineering projects is not comprehensive,complete and systematic,focusing on the implementation phase.Therefore,it is necessary to construct a comprehensive and systematic HSE management performance evaluation index system for engineering projects.Based on the PDCA cycle theory and full life cycle theory,this paper builds an evaluation index system,and uses Petri nets to conduct performance evaluation of HSE management of engineering projects.First of all,it introduces HSE management,Petri net and performance evaluation related theories,which lays a solid theoretical foundation for the construction of indicator system and evaluation model.Second,build an HSE management system performance evaluation index system.This paper analyzes the elements included in the HSE management of construction projects in the full life cycle in conjunction with the PDCA cycle theory.With the help of empirical research,the indicators are divided into four levels.Then,build a performance evaluation model of HSE management system of engineering project based on Petri net.With the help of variable weight fuzzy Petri net theory,the indexes are mapped into fuzzy Petri net,the analytic hierarchy process and the entropy weight method are used to calculate the constant weight,and the variable weight calculation,and the steps of the model algorithm are given.Finally,combined with engineering project examples,the feasibility and scientificity of the evaluation model are verified.According to the results,point out the problems that should be paid attention to in the process of HSE management.With the help of performance evaluation,it can measure the project implementation behavior and results,and can objectively evaluate and guide the project management level from a macro perspective to improve the project management level and competitiveness.It is of great significance to evaluate the performance of HSE management of engineering projects,promote the use of HSE management in construction projects,and protect the environment and the health and safety of employees.
