Critical Success Factors Of Transportation Facilities Under PPP Mode

With the continuous promotion of urbanization and the evolution of the construction investment model in China,the existing transportation facilities in China have been unable to meet the needs of social and economic development,so it is urgent to improve the construction mode of transportation facilities and promote transportation efficiency.With the increasing public-private partnership(PPP)projects of transportation facilities and the updating of policies in China,it is of great theoretical and practical significance to collect and examine the key success factors of transportation construction under the PPP model.Based on the literature and case study,this study puts forward a set of success factors of PPP transportation facilities.Using the influence degree of success factors of the PPP project of transportation facilities obtained from a questionnaire survey,this study builds a DEMATEL model to explore the key success factors of transportation facilities project with the PPP model.The results show that the main factors of the success of transport facilities in PPP mode include contract factor,macro policy and technology factor,project public subject factor,legal and procedural norms factors,social factor,and project transaction structure factor.The empirical analysis results of the DEMATEL model find that the sequence of the main success factors of the PPP project is public subject factors,macro policy and technical factors,legal and procedural norms factors,social factors and contractual factors.The project public subject factor,as well as macro policies and technical factors,plays a guiding role in the implementation of China's transport facilities PPP project,which can effectively promote the steady and sustainable development of the project.The sub-factor of those two factors can also act as the key success factors of the transport facilities under the PPP model.The government should encourage and supervise participates to give full play to the positive role of transportation facilities PPP projects in social and economic development.Finally,according to the key success factors,the study also puts forward relevant policy suggestions,which can provide a reference to the construction and operation of the PPP project of transportation facilities in the future.
