| In order to improve the scientific,rational and operability of urban and rural planning,and to coordinate the contradictions and conflicts among different interest groups,so that planning decisions can better reflect the public interest,it is necessary to introduce public participation in the urban and rural planning process.This paper takes public participation in urban and rural planning as the research object,using literature research,case analysis and comparative research methods,starting from the public participation practice of urban and rural planning in Funing County,through the analysis of two typical cases in the planning and planning management process of Funing County,discuss the problems in public participation in urban and rural planning in Funing County and analyze the causes of the problems,mainly include:"official standard" exists on ideas;institution lack of indemnification;technology lack of support;and the limitations on participants;there are contradictions between efficiency and democracy.Based on this,by comparing and analyzing the practice of public participation in urban planning process in the United States,Britain,Germany and Japan,it summarizes the advanced experience of public participation in urban planning in developed countries and puts forward suggestions for optimizing public participation in urban and rural planning in Funing County in order to effectively promote the development of public participation in urban and rural planning.Paper argues the first proposal is to improve the guarantee system of public participation in urban and rural planning by formulating guiding docunents,optimizing the membership structure of the planning approval committee and deepening the information disclosure system in the field of urban and rural planning.The second proposal is to improve the public participation level of urban and rural planning from the aspects of enhancing public participation awareness and professional abilities.At the same time,clarify the procedures and methods of public participation.The final recommendation is to improve the organization and coordination capacities of government. |
