In the nineteen major reports of the Communist Party of China,it is pointed out that land consolidation and related agriculture related projects are important ways to realize grain storage,land quality,agriculture and agriculture modernization.Land renovation can serve the "strategy of Rural Revitalization",accelerate the development of rural industry,ecological protection and living standards,and promote the formation of a new pattern of urban and rural integration development.At the same time,the transformation of cultivated land use is an important starting point for developing modern agriculture,implementing quality agriculture and promoting agriculture through science and technology.Heilongjiang province is the largest province of cultivated land area,grain output and commodity grain output in China.Its agricultural development has important strategic significance for China's grain security.In particular,since the eighteen Party of the party,the implementation of modern agricultural comprehensive supporting reform experiments in Songnen and Sanjiang "two Plains" has been carried out to explore the achievements of the modern agricultural development model with regional characteristics and become a national modern agricultural leader.As the forerunner of modern agriculture in Heilongjiang Province,the large state farm in Heilongjiang reclamation area has been carried out in great quantities,and the transformation of cultivated land is steadily promoted.The influence of land renovation to the transformation of cultivated land is analyzed,and the theory of land regulation effectiveness evaluation,the theory of farmland utilization transformation and the optimization of land renovation plan are developed.Considering the layout of projects is of great theoretical and practical significance.Taking the 859 farm of Heilongjiang reclamation area as the research area,this paper uses the theory of land use transformation and regional comparison and empirical analysis to analyze the characteristics of land renovation and the characteristics of the transformation of cultivated land,and discusses the influence mechanism of land renovation to the transformation of cultivated land.The main contents and conclusions are as follows:(1)Analysis of the characteristics of land renovation in the modern agricultural region.The859 farm give full play to the institutional advantages of state farms,standardize the layout of land renovation projects,reconstruct the farm space by land renovation platform,and form a standardized and orderly land renovation work mechanism.With the goal of "regulating the land,saving water,increasing grain and enriching the people",the land consolidation is divided intothree stages: "land treatment","change of residence" and "water saving".The "land control" stage is mainly based on major projects,and has the characteristics of long time,large scale,wide investment,wide scope,complex engineering and perfect structure.The land renovation project takes fifth management as the center,along the river flow and the traffic trunk line to be reflected form,the intensity of the land renovation project decreases step by step,and the stage of "transformation" is based on the withdrawal of teams and points,adjusting and optimizing the layout of the residential points,strengthening the management and control of the residential points,strengthening the management function of the management area and effectively utilizing the rural areas.The scattered and scattered construction land has the characteristics of difficult project regulation,much investment,short construction time,quick effect and so on.The "water-saving" stage is mainly used in irrigation and water saving reconstruction and the last stage canal system transformation,covering a wide range.It has a large demand for later pipe protection,long effective time,and the regulation project along the river trunk canal layout.Influenced by the relevant policies of land renovation,the type of project,the spatial pattern of the quantity and the intensity of land renovation in the 859 farm are different in the three stages,which have obvious stages,strong pertinence,strong construction planning,engineering science and technology content,high professionalism,and space layout radiating.The type of eyes has remarkable directivity and remarkable effect.(2)Analysis of the characteristics of the transformation of cultivated land.The transformation of cultivated land use is a dynamic evolution process in time series and space.The transformation of cultivated land in 859 farms has obvious stages in the time series.In the study period,it can be divided into two stages in 2012.The first stage(2008-2012 years),the internal structure of farm land is mainly dry land,except for the river management area,the area of dry land in each management area has absolute superiority,but the gap between the dry land and the paddy field is narrowing;the land use landscape patches are large and the fragmentation degree rises;the proximity of the fields is relatively small.The connectivity of the view is weak,the input of agricultural labor force is reduced,and the amount of fertilizer application shows a "fast and slow" growth process.The overall power of agricultural machinery in the farm presents a trend of growth,and the advantages of large and medium-sized dragging supporting farm tools are increasingly prominent;the agricultural output value increases rapidly,the grain yield increases,and the different crops are affected by the land renovation.The output of grain was increased in varying degrees.In the second stage(2008-2012 years),the proportion of the farmland in the farm land is changed from 14:9 to 1:3,and the cultivated land is mainly in the paddy field.The distribution range of the paddy field extends from the river to the east to the irrigation canal,mainly in the eastern part of the farm.With the increase of close degree,the connectivity of landscape increased,the input of agricultural labor force was greatly reduced,the application of chemical fertilizer maintained a high level of small fluctuation,the structure of large and medium dragging supporting agricultural tools had not changed,the large mechanization rate increasedfrom 36.55% to 52.25%,and the Agricultural Mechanization level entered the agricultural mechanization utilization ratio.In the stage of upgrading,the output value of agriculture has remained stable at a relatively high level,and the rate of increase in grain yield has slowed down.The transformation process of cultivated land is based on "changing the spatial pattern-updating the cultivated land use pattern-enhancing the output of cultivated land".The change of cultivated land and internal structure changes,and the pattern of cultivated land changes.The change of the spatial pattern of cultivated land makes the efficiency of cultivated land more adaptable to the production needs of modern agriculture,which brings about the promotion of productivity,and demands to increase the input of the elements of agricultural production,manpower,science and technology,and the way of cultivated land use.Life changes.Under the specific period and social and economic conditions,the quantity and spatial structure of cultivated land are affected by the policy and the actual needs,and the dominant and recessive characteristics of cultivated land change under the comprehensive effect of various factors,and the structure and efficiency of cultivated land changes.(3)Analysis on the mechanism of land renovation to promote the transformation of cultivated land.Land regulation is an important way to promote the structure adjustment of cultivated land use system and realize the transformation of cultivated land,and form a specific project category through different combination of engineering elements.In the course of the implementation of different categories,the expansion of cultivated land,the adjustment of arable land structure,the optimization of cultivated land form,and the improvement of the infrastructure,the perfect subsidiary facilities and the adjustment of the land ownership have resulted in the change of the quantity,structure,quality,input of production data,production mode and land ownership in different degrees.That is to say,through the combination optimization of the engineering elements to promote the adjustment of the three subsystems of cultivated land use,auxiliary and utilization,the transformation of cultivated land utilization is promoted under the joint action of productivity promotion and production relationship adjustment mechanism.The construction effect of the land renovation project has a certain degree of delay and continuity in time,and the delay is related to the type of land renovation project and the difficulty of regulation,and the continuity is related to the content task of the land renovation project.The delay of the construction effect of the land renovation project leads to the lag of the transformation of cultivated land to a certain extent on the completion time of the land renovation project,and the continuity of the land renovation project makes the productivity and production relationship in the region adjusted on the basis of the transformation of the cultivated land.At the same time,the spatial pattern of arable land use affects the focus and layout of the land renovation project,and the phase of the transformation of cultivated land is instructive to the content of land renovation and construction.
