Study On The Evaluation Index System Of Agricultural Modernization

Agriculture is a country's basic industry,all the countries in the world always take the development of agriculture seriously.Modernization is the necessary way to the human society,and agricultural modernization is the important part of it.Agricultural modernization is the most important strategic target for China's socialist modernazitation.In fact,there is no modernization of the whole country,if there is no agricultural modernization.The mission to complete the "two change" were suggested by our country early in 1983,one is to change from self-supporting and semi-self-sufficient economy to commodity economy,another is to change from traditional agriculture to modern agriculture.Report at the 16th National Congress of the CPC pointed out: "coordinating urban and rural economic and social development,constructing modern agriculture,developing the rural economy and increasing farmens' income,all these are major tasks for building a well-off society in an all-round way."2007 Central Document No.1 clearly pointde out that the primary task of building a new socialist countryside is to develop modern agriculture.Clearly,the building of modern agriculture and agricultural modernization,is an urgent need for building a comprehensive well-off society,but also the primary task for building a new socialist countryside.Under the guidance of the Central Government,local governments in China formulate agricultural modernization developing plan one after another.Great changes have taken place in China's agriculture after China's reforming and opening.Given full attention by the Central Government,the development of China's agriculture is in a good situation at present,China is in the critical period of transition from traditional agriculture to modern agriculture.Because agricultural modernization is dynamic,historic,worldwide,and other characteristics,it has an paragrahpic character during its development.So it is necessary for us to select an integrated system of evaluating index to track,supervise and evaluate the levle of agricultural modernization.This paper starts with some basic concepts,puts forward the basic thery of agricultural modernization based on the relevant domestic and international research results of agricultural modernization,useing the basic principles of multi-disciplinary such as the management,agricultural economics,econometrics,mathematical statistics and so on,adopting the methods of the integration of normative analysis and positive analysis, integration of qualitative analysis and quantitative analysis as well as integration of static analysis and dynamic analysis,constructing agricultural modernization evaluation index system and evaluation model,making positive study on the agricultural modernization of Anhui province,then proposes the countermeasures and suggestions that accelerat the the process of agricultural modernization in Anhui province. Firstly,the paper reviews the relevant research results in home and abroad,which are related to agricultural modernization.And then this paper begins with the theoretical analysis of agricultural modernization,explaining the connotation,basic characteristics, objective criteria,stage of agricultural modernization,and the relationship between modern agriculture and agricultural modernization.This chapter lays a solid theoretical foundation for the whole passage.Secondly,this paper explains the principles of how to build the evaluation index system of agricultural modernization,sets up the the evaluation index system of agricultural modernization,and introduces the meaning and calculation methods about all the group indices.The basic principles including the systematic principles,the focus of principle,the principle of comparability,representation and procedural principles.According to the connotation,characteristics,objective standards as well as the principles of agricultural modernization,in reference to previous research results and the new features of China's agricultural modernization,the evaluation index system of agricultural modernization is divided into three levels:a composite index,six main indexes and 22 group indexes.Once again,this paper calculates the weight of every index by using AHP and the software of yaahp0.4.1 which used specially for AHP,standardizes the datas,and constructs agricultural modernization evaluation model.Finally,take Anhui Province as an example,this part make positive study on the evaluation index system of agricultural modernization.According to the evaluation results,it can be seen that the index system refects better the actual situation in Anhui Province and that the index system is scientific.At last this paper proposes the countermeasures and suggestions that accelerat the the process of agricultural modernization in Anhui province.The countermeasures and suggestions mainly are: Transforming the functions and managing way of the government to improve the policy level;Innovating the agricultural input mechanism to enhance the efficiency in the use of funds;Deepening the reform of cultivated land system and developing fairly large-scale family management;Taking effective measures to promote the transfer of surplus labor force in agriculture;Developing the various function of agriculture,pushing forward an industrial management of agriculture energetically;Improving the scientific and technological innovation capability and strengthen the promotion of agricultural science and technology capacity;Training new farmers and structuring new main body of modern agriculture.
