| Based on the data of forest fire,fire isolation belt,fire rescue planning and forest fire brigade construction from 2000 to 2013 in Jilin Province,this paper analyzed the affecting factors of forest fire control,calculated the forest fire prevention and control score and the comprehensive control ability of forest fire in Jilin Province was evaluated through AHP and fuzzy comprehensive evaluation method.The conclusions as follows:(1)During the period of 2000-2013,the average fire occurrence rate in Jilin Province is 0.63/hm2.a,the average forest fire area is 3.55/hm2,2 hours average fighting rate is 71.86%.The average fire occurrence rate and the average time to extinguish fire are much lower than the national average.(2)There are 568 fire lookouts and 169 forest fire monitoring stations in Jilin Province.The average forest road of the province is 46.6m/hm2,the average fire belt is 146.8m/hm2,the forest fire warning accuracy is 86.3%.Jilin Province has dense forest roads,reasonable fire belts,complete forest fire monitoring networks and well placed publicity and education.(3)The indexes of forest fire prevention and control ability were graded through AHP and fuzzy comprehensive evaluation method.The evaluation results:0.8969for AHP,0.73 for fuzzy comprehensive evaluation method,and the synthetic result of this study was 0.83,which indicated that the forest fire control ability of Jilin Province is excellent. |
