Study On The Demarcation Of Permanent Basic Farmland In Chenggu County Based On TOPSIS

Cultivated land is the material basis for the survival of each person.It is an indispensable source of production for obtaining agricultural products and other additional products.It is an important cornerstone of the development of the national economy.As the essence of the cultivated land,the permanent basic farmland has a vital role,which affects the safety of grain production in China,and then affects the stability of the whole society.To this end,the state proposed to protect the red line of 1 billion 800 million mu of cultivated land.But after the reform and opening up,with the vigorous development of the economy,the phenomenon of permanent basic farmland occupied by construction land has appeared frequently in various places.The problem of cultivated land protection has been paid more and more attention.At present,China is in a new normal economic situation.The original farmland delimitation due to frequent adjustment,the role of protecting farmland has been very small.In August 4,2016,the Ministry of land and resources and the Ministry of agriculture jointly issued the notice on the implementation of the special protection of the permanent basic farmland,and proposed a new round of the new round of permanent basic farmland.This article is based on such a large environment to carry out the study of permanent basic farmland delineation.The main research contents are as follows: three aspects:(1)Through reviewing the relevant literature,the research progress of permanent basic farmland at home and abroad was understood.Based on the theoretical basis,Chenggu County was taken as the study area,and the permanent basics were analyzed from the three criteria of the natural endowment of cultivated land,the current conditions of the use of cultivated land,and the condition of cultivated areas.Influencing factors of farmland delineation.Combining with the actual conditions of Chenggu County,13 index layers such as effective soil thickness,cultivated land use type,and distance from cultivated land to traffic trunk line were subdivided,a permanent basic farmland demarcation index system was established,and the index weights were determined by the analytic hierarchy process.The TOPSIS method was used to construct a comprehensive evaluation model of cultivated land quality to comprehensively evaluate the quality of all cultivated land in Chenggu County.(2)According to the new train of thought for the state to delimit permanent basic farmland,the permanent basic farmland around the city should be delimited first,and on this basis,the permanent basic farmland in the whole region will be delimited.Aiming at the assignment of permanent basic farmland around Chenggu County and the perpetual basic farmland in Chenggu County,all cultivated land in Chenggu County was sorted and selected,and a scientific delimiting plan for permanent basic farmland in Chenggu County was discussed.(3)Analyze the permanent basic farmland demarcation scheme in Chenggu County,analyze the quantity,quality and spatial layout of the scheme through data statistics,and compare the quality with the plan of the permanent basic farmland in Chenggu County in 2014,and demonstrate that the quality of the proposed scheme is higher and more scientific and reasonable.
