Research On The Utilization Efficiency And Influencing Factors Of Cultivated Land In The Pearl River Delta Region

Cultivated land is an important part of the land resources in China.But with the rapid development of the economy and the acceleration of urbanization,most of the cultivated land has been non-agricultural.Coupled with the fact that there are more people and less land in China,cultivated land resources are scarce.Based on such national conditions,the study on the evaluation of utilization efficiency of the cultivated land has strategic and practical significance for further improving use efficiency of the cultivated land in China.This paper selects eight cities in the PRD region as the sample unit.Taking 2005-2015 as the research period.Data Envelopment Analysis(DEA)and Tobit Regression Models were used to quantitatively study the level of the utilization efficiency of the cultivated land and the factors that can affect the level of the utilization efficiency of the cultivated land in the PRD region.And in response to different regions of the PRD region,related countermeasures have been proposed to improve the efficiency of cultivated land use.The main conclusions are as follows:From the time-series changes of the utilization efficiency of cultivated land in the PRD region: The overall utilization efficiency of cultivated land in the PRD region has generally increased from 2005 to 2015.From 0.44 in 2005 to 0.87 in 2015,the utilization efficiency of cultivated land in the PRD region can be divided into two phases.The first stage: The utilization efficiency of cultivated land show a slowly increasing trend from 2005 to 2008.It reached a maximum of 0.61 in 2008.The utilization efficiency of cultivated land show a straight trend of rise from 2009 to 2015.And the utilization efficiency of cultivated land was relatively high.In this period,the rapid increase of the utilization efficiency of cultivated land in the PRD region is mainly due to the international development opportunities brought by the entry of China into the WTO.The second stage: The overallutilization efficiency of cultivated land in the PRD region show an increasing trend from2009 to 2015.The utilization efficiency of cultivated land increased rapidly from 0.87 in2009 to 0.58 in 2015,mainly due to the policy and technical support by China and Guangdong Provinve.The pure technical efficiency of the PRD region showed an overall upward trend from 2005 to 2015.The pure technical efficiency in 2015 has reached 0.93,belonging to a higher level.This shows that the allocation of scientific and technological resources for arable land use in the Pearl River Delta region is relatively reasonable.But there is still room for improvement.From the spatial difference of the utilization efficiency of cultivated land in the PRD region:The average value of the utilization efficiency of cultivated land in the PRD region is 0.82,which is higher in general,slightly higher than the average of Guangdong province.From the comprehensive efficiency of the utilization efficiency of cultivated land,the areas in the effective state are Foshan and Dongguan.The areas with more than 0.8 of the effective value are Guangzhou,Huizhou and Zhongshan.The main reason for the low comprehensive efficiency value in Jiangmen is that the pure technical efficiency is too low.The pure technical of efficiency Jiangmen is the lowest in the PRD region.The results based on the Tobit model show that: The dual economic structure factor is negatively correlated with the the utilization efficiency of cultivated land,that means narrowing the income gap between urban and rural areas can rise the utilization efficiency of cultivated land.The level of agricultural development is positively correlated with the utilization efficiency of cultivated land.The development level of agriculture,forestry,animal husbandry and fishery services has a positive effect on the utilization efficiency of cultivated land.The higher the ratio of agricultural foreign investment and total agricultural output value,the higher the utilization efficiency of cultivated land.In terms of planting structure,the higher the sown area ratio of economic crops and other crops,the better the utilization efficiency of cultivated land.Based on the analysis results of this paper,the author put forward that if we want to improve the utilization efficiency of cultivated land in China,we should speed up the development of agricultural industrialization,rationally optimize planting structure,moderately scale operations,scientifically adjust input factors,increase investment inagricultural technology and need to strictly control the reduction of cultivated land quantity.
