Research On Performance Evaluation Of Ecological Compensation Policy For Grain For Green Project In Main Functional Areas Of Southern Shaanxi Province

China has carried out six ecological construction projects in succession since 2000,among which is the project of returning farmland to forests(grass)with the largest scope,the largest government input,the most comprehensive policy,and the strongest public participation.With a large amount of compensation funds,the compensation project not only plays a positive ecological role in conserving water resources and protecting soil and water,but also has important significance in optimizing allocation of agricultural production factors,adjusting industrial structure in rural areas,and raising farmers' awareness of ecological protection.However,the current implementation of ecological compensation projects lacks an effective performance evaluation system,which makes it difficult to make scientific assessments of compensation policy formulation and compensation effects,which may result in the investment of funds failing to achieve the desired objectives.Based on the new public service theory,this paper studies the ecological compensation policy of returning farmland to forest in Hanzhong City of Shaanxi Province from the perspective of farmers' cognition,and discusses the factors that affect the satisfaction of ecological compensation.Firstly,this article reviews relevant literature on the performance evaluation of ecological compensation for returning farmland to forests at home and abroad,and elaborates related theories of public goods theory,externality theory,financial expenditure performance evaluation theory,customer satisfaction theory,etc.;and the natural resources of the main functional areas of southern Shaanxi.The socio-economic conditions are described and the ecological and social economic achievements of the ecological compensation policy are analyzed.Based on the theory and the current situation,the construction of ecological compensation(including the policy design and implementation phase)and the effects of ecological compensation policies(including Ecological,economic and social aspects)Select specific evaluation indicators and construct an ecological compensation performance evaluation index system.AHP method was used to determine the weight,and the fuzzy comprehensive evaluation method was used to measure and evaluate the performance of the ecological compensation policy for returning farmland to forest in the main functional areas of southern Shaanxi.Least square method was used to do regression analysis on the factors that may affect the degree of ecological compensation satisfaction.The results show that: the comprehensive performance of the project of returning farmland to forests is 3.18,the performance of compensation policies is 3.25,and the performance of compensation policies is 3.09,both of which reach a good level of assessment.However,this policy has obvious impact on compensation standards,financial disclosure,and economic development.insufficient.The regression results show that under the 1% level of significance,whether the head of household is a village cadre,the per capita income level is positively correlated with the compensation policy construction performance,and the age of the household head,the proportion of agricultural income is negatively correlated with the compensation policy construction performance,and the per capita income level is similar.There is a positive correlation between the effectiveness of compensation policies and the negative correlation between the proportion of agricultural income and the performance of compensation policies.making public the accounting of compensation funds,promoting the legislative construction ecological compensation mechanisms,giving full play to the functions of government supervision,and improving the Non-agricultural employment channels.This paper has made a breakthrough in the perspective of performance evaluation and evaluation indicators of the ecological compensation policy for converting cropland to forest,and constructed a performance evaluation index system combining policy design stage,implementation stage and policy effect stage,which can make up for performance evaluation system in related fields.Missing construction.This paper applies the new public service theory to the performance evaluation of public policies and provides new ideas for the evaluation of public policy performance in China.
