| With the increase of production and construction projects in Fujian Province in recent years,the soil erosion caused by human activities is becoming more and more serious.It is necessary to carry out scientific supervision on Soil and water conservation of production and construction projects.The traditional supervision of soil and water conservation mainly relies on the supervision stations of soil and water conservation in various places.Because of the limited manpower and technical means of supervision and inspection of soil and water conservation and the heavy task of on-site inspection,it is difficult to grasp the problem of soil erosion in production and construction projects in the management area in time.Therefore,how to effectively carry out soil and water conservation of production and construction projects is very important.Supervision has become a major issue to be solved in the current soil and water conservation work."3S" technology has more advantages than traditional ground monitoring tech,nology in soil and water loss monitoring because of its large observation range,fast information acquisition and many means of information acquisition.However,there are few researches on the application of "3S" technology in soil and water conservation supervision of production and construction projects in China.Technical problems need to be solved.In view of this,this study takes Nan’an City,Fujian Province,which has a large number of production and construction projects,as the research object.Using high-resolution remote sensing images of Nan’an City,through data collection and image interpretation,the disturbed land surface and its dynamic changes of production and construction projects in Nan’an City are analyzed,and the soil and water conservation works of construction projects are analyzed.The actual situation and effect are analyzed,the existing problems in supervision are analyzed,and the application of 3S technology in soil and water conservation supervision of production and construction projects is studied.At the same time,combined with the demand of supervision and management of soil and water conservation of production and construction projects under the new situation,from the angle of enhancing the efficiency of supervision and enforcement of law on Soil and water conservation of production and construction projects in Fujian Province,this paper puts forward the innovative mode of supervision and management on soil and water conservation of production and construction projects in Fujian Province,so as to promote the supervision and management of soil and water conservation of production and construction Provide scientific basis for management capability.The main findings are as follows:1.Through 3S technology analysis,Nan’an City in 2010-2016 production and construction projects have 194,highway construction projects,followed by real estate construction.More than 10 projects also include processing and manufacturing,social undertakings,other urban construction,small-scale water conservancy projects and open-pit non-metallic mines.The number of disturbance patches caused by open-pit non-metallic mines in Nan’an production and construction projects is the largest,accounting for 24.00%of the total production and construction projects;followed by real estate projects and highway projects,accounting for 16.57%;processing and manufacturing projects account for 16.00%;other urban construction projects account for 8.00%;and social undertakings account for 16.57%;The project accounts for 6.86%,the industrial park project accounts for 4.57%,and the wading traffic project accounts for 1.71%.2.The remote sensing image analysis and field reconnaissance of different types of production and construction projects show that the interpretation accuracy of highway engineering,water diversion engineering and wading traffic engineering is 100%,the interpretation accuracy of real estate engineering is 95.45%,and the interpretation accuracy of open-pit non-metallic mine project is 94.12%.The interpretation accuracy of these projects is higher.However,the interpretation accuracy of remote sensing for dyke engineering is only 50%,and it is easy to be mistakenly divided into diversion and water diversion projects;the interpretation accuracy of processing and manufacturing projects is 58.82%,which is easy to be mistakenly divided into open-pit non-metallic mines.This shows that using remote sensing images to analyze production and construction projects is relatively accurate and feasible.3.Using "3S" technology can macroscopically supervise the distribution of production and construction projects in the region,grasp the disturbance types of production and construction projects in the region,find out the soil and water conservation situation of production and construction projects in time,improve the timeliness of supervision and realize the whole process supervision.4.The "3S" technology can be used to comprehensively understand the situation of soil and water conservation in key projects and avoid the harm of soil erosion caused by lack of inspection.At the same time,we should break the routine supervision and inspection methods to make up for the lack of supervision caused by the large number of production and construction projects,complex site,large supervision workload and insufficient law enforcement personnel,and improve the supervision efficiency.5.The application research of " 3S" technology in Nanan’s production and construction project supervision from 2010 to 2016 shows that " 3S" technology can realize data and information sharing,up-down linkage and joint supervision.At the same time,timely acquisition of high-precision image maps will be the necessary basis for real-time supervision.Water and soil conservation management agencies at all levels can use " 3S" technology achievements every year to carry out follow-up supervision and inspection and law enforcement in the construction process of production and construction projects,and urge unauthorized construction projects and illegal production and construction projects to be promptly investigated and rectified in accordance with relevant regulations,so as to achieve the goal of "integration of heaven and earth,up and down coordination,information sharing and joint supervision" of production and construction projects and effectively reduce water and soil loss caused by human activities.In general,the application of " 3S technology" is a new supervision mode of production and construction projects worthy of promotion in Fujian Province. |
