Research On The Entry Mechanism Of Particapating In Cultivated Land Fallow Policy

The establishment of public policy participants,entry and exit mechanism is an important part of government administration,and also a hot issue in current academic discussions.In the new era,the state proposes to implement cultivated land fallow that is an important measure to protect cultivated land resources,solve the problems of heavy metal pollution,desertification and degradation,and realize the strategy of "storing grain in the land" and "storing grain in technology".However,how to ensure that the participants enter the fallow orderly is the premise for the effective implementation of the fallow policy.The study on the entry mechanism of the participating in cultivated land fallow has important theoretical and practical significance for the state to make full use of the fallow farming policy.This study combines the related theories of administration and agricultural economics with the field investigation in the experimental area of fallow farming,and deeply studies the realistic background of the construction of the entry mechanism,the basic conditions for the participants to enter,the qualification confirmation of the participants and the supervision and management of the procedures.It is found that:(1)In the pilot stage of China's cultivated land fallow policy,participants are confronted with such problems as unclear entry conditions,single entry mode,abnormal entry procedures and lax entry supervision;(2)The main factors influencing participants'willingness to enter fallow are age,risk preference,number of labor force,annual family income before fallow,grade of planned fallow farmland,distance from home,irrigation conditions,recognition degree of fallow policy,reasonable degree of fallow compensation and so on;(3)Normalization of China's fallow policy should adopt a combination of compulsory fallow and voluntary fallow;(4)Participants,qualification process for fallow should hanve five steps,policy publicity,farmland monitoring,qualification application,qualification examination and confirmation;(5)The establishment of multi-subject cooperative supervision system is an important guarantee for the effective operation of the entry mechanism of the participants in cultivated land fallow.In order to further standardize the entry behavior of participants in fallow farmland,mobilize the initiative of participants and ensure the effective operation of the entry mechanism of participants,China can make efforts from the following four aspects:(1)promulgating the Regulations on Farmland Rotation and Farming to provide legal guarantee for the operation of the entry mechanism of participants in fallow farmland;(2)formulating the policy of combine the fallow with rural labor force to non-agricultural areas to mobilize the initiative of participants;(3)strengthen the propaganda of fallow fanning policy,improve the awareness of participants on fallow farming policy;(4)establish the cultivated land fallow regulatory system,and clarify the rights and responsibilities of regulatory department.Compared with previous studies,this study grasps the basic and key issues of effective implementation of fallow policy,and incorporates the basic conditions for participants to enter fallow,qualification confirmation and procedure supervision and management into a framework.It also follows the key elements of mechanism construction and research logic,reflecting the systematicness and integrity of the study.In addition,this study uses the first-hand data of the household survey of the fallow experimental area,uses the econometric model to analyze the influencing factors of farmers'fallow willingness,and makes a comparative analysis of farmers' and government behavior in different fallow experimental areas.At the same time,this study pays attention to the differences between the fallow experimental areas.So,it enhances the scientific and practical application value of the study.
