Study On Cultivated Land Use Efficiency And Its Influencing Factors In Huaibei Region Of Anhui Province

Cultivated land is the basic condition for the survival of human society,irreplaceable natural resources and basic agricultural production factors.How to improve the efficiency of cultivated land use is not only related to food security issues,but also to major issues such as land transfer and moderate-scale agricultural management policies.The Huaibei area is located at the southern end of the Huang-Huai-Hai Plain.It is an important grain-producing area in Anhui Province.The study on the utilization efficiency of cultivated land in Huaibei area and the analysis of influencing factors are of great significance to the sustainable use of cultivated land in Anhui Province.This paper uses literature research methods,field research methods,and empirical research methods.Firstly,the literature research method is used to sort out and comment on the relevant theories of cultivated land use efficiency,and analyze the current situation of cultivated land use and land transfer in Huaibei District of Anhui Province.Secondly,based on the data from two field surveys in Huaibei District of Anhui Province in January 2019 and February 2019,the DEA model and Tobit model were established to test the efficiency of cultivated land use in Huaibei District of Anhui Province and to explore the factors affecting the efficiency of cultivated land use.Finally,relevant policy recommendations are proposed for the empirical results.The research in this paper shows that:(1)The average value of cultivated land use efficiency in Huaibei District of Anhui Province is 0.671,which is at a moderate efficiency level,and there is still 32.9%upside potential.The change of cultivated land use efficiency is caused by the change of scale efficiency.(2)The utilization efficiency of farmer's cultivated land is affected by many factors.The influencing factors mainly include the income structure of farmers,the per capita income of the family,the area of cultivated land,whether the cultivated land is concentrated,the quantity of machinery,the convenience of transportation,and whether the farmland infrastructure is perfect.Among them,the area of cultivated land and the convenience of traffic have a significant negative correlation with the efficiency of cultivated land use.In view of this,the following suggestions are proposed for improving the efficiency of cultivated land use in Huaibei.first,to ensure the stable income of cultivated land and improve the income level of labor;second,to promote land transfer according to law and improve the level of agricultural modernization;third,to strengthen the construction of agricultural infrastructure and actively control the pollution of cultivated land.The fourth is to improve the policy of strengthening agriculture and benefiting farmers.
