| At present,the hardware supply of medical and health services is far from meeting the needs of the society.According to China's 13th Five-Year Plan,the number of beds per 1,000 medical and health institutions will increase from 5.11 to 6 The investment in infrastructure needed will be enormous,and government investment alone will be needed.The funds are stretched.For this reason,the PPP model of the infrastructure construction project for the medical industry has been generated and has achieved considerable development.By April 2018,the national PPP project in the medical industry reached 232 and the investment was approximately 159.3 billion yuan.In this context,how the construction unit scientifically and rationally identify and select partners has become a topic of concern in the industry.This article adopts literature analysis,statistical analysis,question naire survey and case analysis to introduce the understanding of the definition of the PPP model at home and abroad.According to the actual operation of the medical infrastructure construction project,the project can recover the investment cost.In addition,the PPP model projects are divided into three categories,including user fees,government payments,and feasibility gap projects.The connotation,principles,and elements of the partners are also explained and designed.The process of partner selection;through a large number of literature reviews and systematic reviews,the evaluation indicators for partner selection of medical infrastructure PPP project were set;each indicator set was defined and quantified;based on the AHP method,The method for calculating the weights of various indicators has established a selection and evaluation system for partners in the PPP project infrastructure for the medical industry.Finally,through the case study of a county hospital in Fujian Province,the effectiveness of the evaluation system constructed in this study was reasonably tested. |
