Research On The Jiangsu Provincial Assembly(1912-1925)

After the Qing government proclaimed a preparatory constitution in 1905,parliamentary politics was initially practiced in China.In October 1907,the Central Government issued the“Desktop Advisory Council”.Jiangsu Province subsequently established an Advisory Board to formulate the rules of procedure and the deliberation system.The operation is smooth and the modern parliamentary spirit is quite appropriate.After the Revolution of 1911,the Provisional Provincial Council accepted the Consultative Council and stabilized the post-independence political situation in Jiangsu.The new regime needs new weather and the establishment of an official provincial council is inevitable.After a series of setbacks,the Beijing government promulgated the "Election Law for the Members of the Provincial Assembly." Before the establishment of the formal parliament,the voters were surveyed,selected and selected,and 160 members were elected.The elected members were mostly gentry with traditional fame and a small number of parliamentarians received new education.When the congressmen were elected,there appeared to be a disharmonious aspect.Acts such as bribery and selling tickets were reported.After the election,the provincial council was formally established.The Jiangsu Provincial Assembly has gone through three sessions.During the opening of the first provincial assembly,the legislators had an idealistic attitude and submitted the bill quite positively.The revived first provincial assembly,as well as the second and third provincial assemblies,were influenced by partisan politics and the efficiency of parliamentary operations was low.During the second and third provincial councils,there were conflicts between the provincial councils and the provincial governors,provincial councils,and administrative departments at all levels regarding issues such as jurisdictional responsibilities.In April 1925,after the conclusion of the last interim meeting,the Jiangsu Provincial Assembly ended this way,and the practice of parliamentary politics in Jiangsu has failed.On the whole,as a political practice of the modern Chinese local parliamentary democracy,the Jiangsu Provincial Assembly's democratic factors are indelible.It spreads Western advanced ideas and greatly enhances the democratic consciousness of the people participating in the political discussion.However,the practice of democracy in the Jiangsu Provincial Assembly didnot fully reflect the legislative supervision and balance functions that local councils should have.The various drawbacks that emerged during the election and operation of provincial councils also reflected the implementation of democratic politics in the Jiangsu Provincial Assembly.Historical dilemma.
