With the deepening of Chinese policy of reform and opening up and implementation of One Belt and One Road,China has gradually increased exchange and cooperation with other countries and regions. This is a translation project report on part of the 15th chapter and the whole 16th chapter of Jiangsu Province Yearbook 2016.The Yearbook, organized by Local Annual Editorial Committee, introduces important events and economic and social development of Jiangsu Province in 2015.The 15th chapter is about education development and the 16th is about culture and arts.As an official publicity material, this book will be published overseas, which contributes a lot in promoting Jiangsu Province, improving Jiangsu's image and enabling foreigners to form a better understanding of Jiangsu.Under the guidance of skopos theory, the report puts forward major difficulties at lexical level and syntactic level in the translation process and analyzes causes based on the cultural and language differences between Chinese and English.Correspondingly, the report explores feasible solutions to translation difficulties based on specific examples. It concludes that difficulties at lexical level can be solved through free translation, literal translation, interpreting translation and referring to referential resources, and difficulties at syntactic level can be solved through cutting,combined-translation with connecting skills, adding subject and converting to passive voice.Faithfulness and accuracy are given priority in the translation process to convey the information and meaning of source text and to realize the purpose of promoting Jiangsu Province.
