According to the "Outline of the National Plan for Cultural Development Reform during the 13 th Five-Year Plan",the cultural industry should be developed into a pillar industry of the national economy in the late “13th Five-Year Plan”.And the development of the industry is inseparable from the combination of "troika".Nowadays,with the rising demand for spiritual culture,cultural consumption has increasingly shown its political,economic,and social significance.As a major province of cultural resources,the cultural industry in Shaanxi is underdeveloped and the level of cultural consumption is not high.In order to give full play to the role of the government in the market economy,formulating and implementing cultural consumption policies are of great significance to promoting the development of cultural industries and improving the level of cultural consumption.Based on the consumer behavior theory,the industrial value chain theory and the supply side structural reform theory,the present paper comprehensively analyzes the current situation of Shaanxi Province's cultural consumption policy.Firstly,through the data demonstration of residents' cultural and recreational consumption expenditure,cultural product consumption,cultural industry development and public cultural service level,we can know the current level of cultural consumption in Shaanxi Province.By comparing the level of cultural consumption in Shaanxi Province with other provinces and with reference to the similarities and differences of the cultural consumption index in the consumption environment,consumption willingness,consumption ability,consumption level and consumer satisfaction level,we can fully realize the development level of Shaanxi's cultural consumption in the country.Next,according to the 84 cultural consumption policies issued by the People's Government of Shaanxi Province,the author summarized its main features by sorting out its system framework and summed up the existing problems,such as fragmented policy system,backward management mechanism,and lack of utility evaluation and etc.Through comprehensive analysis,the author concludes that the above problems are caused by lack of systematic layout for policy formulation,slow transition of service-type government functions,and lack of guarantee mechanism for utility evaluation.Finally,by drawing lessons from the practical experience of domestic and foreign cultural consumption policy,the author gets inspired from the policy models of Beijing,Shanghai,the United Kingdom,and South Korea.Starting with the basic concepts and general requirements of Shaanxi's cultural consumption policy innovation,the author proposes a policy innovation practice path for scientifically building a policy setting system,enriching the supply of cultural products,emphasizing the protection of intellectual property rights,expanding the space for cultural consumption and improving financial and taxation financial services.Furthermore,the author emphasizes safeguard measures from the following aspects: strengthening the organization and leadership of the policy system,establishing an evaluation mechanism for policy effectiveness,attaching importance to the value of cultural consumption,constructing comprehensive management of the cultural market and strengthening the team construction of creative talents.Based on author's study field-cultural industry economic policy,the present study makes up for the deficiencies of past researches,and proposes and clarifies a more comprehensive system of cultural consumption policy innovation system,which provides a theoretical reference for governments at all levels to formulate policies for cultural consumption and promote cultural consumption in the future.
