Study On Evaluation Of Shaanxi Cultural Industry Development

Cultural industry development is at the right time.The 19 th National Congress of the Communist Party of China made a major strategic plan for the cultural industry,and put forward a new development goal of “a sound modern cultural industrial system and market system,innovation of production and management mechanisms,and improvement of cultural and economic policies to cultivate a new type of cultural business”.It shows that the development of China's cultural industry has entered a new era.Shaanxi has a unique advantage in developing the cultural industry,and opportunities for the construction of the“One Belt and One Road”,but Shaanxi has not yet become a strong cultural province because of many limitations.Therefore,the evaluation of the development of Shaanxi cultural industry through the combination of quantitative and qualitative methods has important theoretical and practical significance for upgrading the level of cultural industry in Shaanxi Province.This paper is based on the principles of science,system,and operability.Based on the analysis of the evaluation system of typical cultural industry,the index system is constructed based on the construction of the evaluation framework of national cultural industry in the Asia-Pacific region and competitive advantage theory.The first-level indicators are industry endogenous power,industry exogenous power and industry influence.The second-level indicators are seven indicators of cultural resources,cultural capital,human resources,economic impact,social influence,market environment,and policy support.The third-level indicators include17 specific measurable indicators including the added value of the cultural industry,the per capita disposable income,the per capita cultural consumption,and so on.According to the characteristics of the index system,a combination of principal components and grey correlation analysis is selected as the evaluation method.Based on the analysis of the status quo of the development of Shaanxi's cultural industry,according to the established evaluation system,the paper selects the principal component and grey correlation analysis method to quantitatively analyze the cultural industry in 31 provinces and cities across the country.It is concluded that the ranking of the development of Shaanxi's cultural industry in the past three years is 14,19,and 16,respectively,and it is at a slightly lower level in the middle,Further analysis of the development of cultural industry in Shaanxi has the advantages of rich cultural resources and rich policy dividends.There are also problems such as low conversion rate of cultural resources,lagging development of emerging cultural industry,unreasonable funding methods and shortage of talents in the cultural industry.In view of the existing problems,from the three dimensions of industry endogenous power,industry exogenous power,industry influence,put forward some specific measures,such as the depth development of innovative cultural resources,the cultivation and introduction of cultural talents,the development of the emerging industry of cultural industry,and the leverage effect of fiscal and tax policies.It has theoretical and practical significance to the development of Shaanxi cultural industry.
