Research On The Connotation And Maturity Evaluation Of Social Project Culture

With the continuous development and application of modern project management,the concept of Management by Project has produced far-reaching influence in modern society.As an innovation mode of management,the application scope of management by project extends from traditional project activities to enterprise operation activities.From single-project management to multi-project management,management by project is becoming an important part in the process of the modernization of social management and enterprise management.However,there are some problems such as the lack of attention from managers,non-standard management specification,the weak awareness of project management of members.This will affect the implementation of management by project.Therefore,it is necessary to translate the idea of project management into a kind of culture that is universally recognized by members of society.And it is also needed to study and analyze the social project culture so as to guide the different members of society to consciously follow the principle of project management in the implementation of activities and improve management.effectiveness.Firstly,the paper defines the connotation of social project culture based on the existing literature research about enterprise project culture.Then the structure of social project culture is analyzed from four aspects: material,behavior,system,and spirit.At the same time,combining the special functions of culture,the role of social project culture is studied from three angles: individual,organization and society.And the evolution process of social project culture is constructed from the four stages of creation,identity,maturity and inheritance.Secondly,from the perspective of maturity,the maturity model of social project culture is built.And its definition and composition are introduced.Simultaneously,the maturity model is divided into five levels: initial level,simple level,standard level,mature level and perfect level.And the evaluation index system of maturity model is constructed from three modules: cultural basic composition,cultural function,and cultural security.Thirdly,based on the established evaluation index system,the weight of the indicators is determined by using the AHP-entropy method.And the fuzzy comprehensive evaluation method is used to analyze the specific steps of the maturity evaluation process.Then a quadrant analysis model is established.The improvement order of indicators is clarified by expounding the characteristics of four regions which is formed in the model.Finally,the maturity model of social project culture is applied to assess the current level of social project culture in China.The relevant data were investigated through questionnaires.Through the analysis of the related data,the comprehensive evaluation value and the corresponding maturity level are obtained.And combined with the quadrant analysis model,some reasonable suggestions are put forward to further improve the level of social project culture and promote the extensive dissemination of the idea of management by project.
